PURPOSE:To attain the end point content of C with high accuracy while reducing oxidation losses of Cr in the stage of refining high Cr steel in a top blown converter having bottom tuyeres by controlling refining with the coeffts. of decarbonization rate calculated from the measurements of the concns. of C and Cr and temp. of molten steel in an oxidation period with time. CONSTITUTION:In the stage of refining high Cr steel in an oxygen top blown converter provided with bottom tuyeres for introduction of an inert gas, first molten steel is decarburized and dephosphorized by an ordinary method. Next, molten slag contg. phosphorus is discharged, after which inexpensive high carbon ferrochromium such as charge chromium is added to contain Cr in an intended grade. In order to decarburize the C carried by this charge chromium, the molten steel is decarburized by oxygen blowing, and the Cr2 O3 which is oxidized at this time and is included into the molten steel is reduced to Cr by Fe-Si. In this case, the concns. of C and Cr and the temp. of the molten steel during oxidation refining are measured at every constant time, and the rates of decarbonization are calculated. In accordance with this, the oxygen blowing work is controlled, whereby the end point carbon content is controlled to attain the target value with high accuracy.
