PURPOSE:To control the dephosphorization reaction to an objective value by the slag forming ratio, by a method wherein, in a top-blow oxygen converter, the FeO amount formed within a molten slag is calculated from the difference of O2 amount used to oxidize C, Si, and Mn and O2 amount blown into a furnace to decide the slag forming ratio of a molten slag. CONSTITUTION:After the blowing of a top-blow oxyben converter is initiated, an exhaust gas from the converter is continuously analysed and an oxygen amount required in desiliconization and demanganization is respectively calculated from an oxygen amount required in decarburization and amounts of Si and Mn charged into a converter until desiliconization is completed. From the difference of a sum of these oxygen amounts and an oxygen amount blown into the converter actually until desiliconization is completed, an amount of formed FeO is calculated as a FeO content within a molten slag. The final slag-forming ratio is decided from this FeO content as wel as the final dephosphorization ratio being in strong mutual relation therewith is calculated and the degree of the oxygen blowing refining is controlled according to these values and an objective steel containing C and P is produced.
