Abstract
PURPOSE:To shorten an average code by forecasting the 1st forecastes level from a signal level at a reference point and then forecasting forecasted levels up to the (m)th one according to a less level difference from the 1st forecasted level, and detecting and encoding information on where a signal level at an aimed point stands in forecasting order. CONSTITUTION:An input picture signal S0 is stored in a memory 1. From a signal level at a reference point outputted out of the memory 1, a forecasting device 2 generates the 1st forecasted level a1. From the 1st forecasted level a1, the 2nd-(m)th forecasted levels are generated according to a less level difference, and an order converter 3 detects where an input picture signal S0 stands in the order of the forecasted levels. The detected order signal a2 is encoded by an encoder 4 into code length which corresponds to the probability of appearance to transmit an encoded signal a3.
