This is passed through a long wave (for example, 670mum) filter 8 and a short wave (for example, 430mum) filter 9, and the outputs from both filters 8, 9 are subtracted and the result is displayed in a display device 14. Since the density of only the rust is detected by cutting the wavelength of the paint film component with the filters of a short wave and a long wave in this way, the decision of high reliability is accomplished.
