CONSTITUTION:A carrier is converted into a signal different from the phase by 90 deg. at a phase shifter 33, one is amplitude-modulated with a modulation signal at a balanced modulator 34, and another is amplitude-modulated with a DC control signal at an AM modulator 35. The signals amplitude-modulated from the both modulators are synthesized at an adder 36, and the result is output as a phase modulation signal. The DC control signal is obtained by amplifying the signal from a phase modulation signal detected at a linear detector 37 at a DC amplifier 38. When an output of the balanced modulator 34 is at ''0'', the output of the AM modulator 35 is controlled so that it can be equal to the maximum amplitude of the balanced modulator 34. Thus, output can be made not to change the phase modulation signal.
