At this time, since the Zener voltage of Zener diode 33 is higher than the Zener voltage of Zener diode 43, SCR32 is not turned on. When the output of detecting circuit 2 becomes ''L'', transistor 44 is turned off; and the rectified voltage exceeds the Zener voltage of Zener diode 33, SCR32 is turned on, and electric power is supplied to load 5. The residual voltage between terminals 11 and 12 can be reduced by adjusting the Zener voltage of Zener diodes 33 and 43.
