PURPOSE:To facilitate descaling in subsequent processes and accomplish continuous hot dipping exellently, by annealing a low C hot-rolled steel strip with mill scale in an oxidative and decarbonizing atmosphere in an open coil annealing furnace. CONSTITUTION:A hot-rolled steel strip of about <=0.15% C contents stuck with mill scale is conducted into an open coil annealing furnace, where it is decarburization-annealed with gaseous NHX in an oxidative and decarburizing atmosphere. The C contents of the steel strip after this decarburization annealing are regulated to <=0.008%, and after pickling and cold rolling, it is passed through a hot dipping line of Sendzimir type or the like, whereby it is plated. Despite the increase in oxidation scale by this method, it is easily removed by pickling, and furhter, the time for the decarburization annealing is reduced because the dew point is elevated.
