PURPOSE:To improve temporary rust preventive property of a cold rolled steel sheet, by, in final annealing of the cold rolled steel sheet, grinding mechanically the steel sheet surface previously, then by applying a treating soln. contg. Bi, Ti etc. to the steel sheet, and by annealing it. CONSTITUTION:Before recrystallization annealing of a cold rolled steel sheet 1, the steel sheet 1 is ground on both sides by brushing rolls 2, it is then applied with an aq. soln. or suspension of bismuth nitrate and other cpd. of Bi, Ti by immersion method, by spraying through a spray header 3, or by a coating roll 6, so that steel sheet may be coated with 0.1-200mg Bi or Ti/mm<2>. Having been ground, the steel sheet surface is adhered satisfactorily with the above-described treating soln. The treated steel sheet is recrystallization annealed by passing through a continuous annealing furnace. Hereby cold rolled steel sheet excellent in temporary rust preventive property is manufactured by the formation of very thin coating film on the surface thereof.
