CONSTITUTION: An aqueous solution or suspension containing 0.01W15%, calculated as metal chromium, of trivalent and hexavalent chromium ion compounds made by mixing chromium carbonate and various kinds of chromate and bichromate salts and 0.01W15% of at least one of water-soluble or dispersible natural or syn- thetic resin selected from rosin derivatives, phenolic resins, is coated on the surface of Mn-plated steel at about 5W2000Å thickness so that the total amount chromium is about 0.2W400mg/m2 and the amount of the resin becomes about 0.02W10 times the total amount of chromium.
