CONSTITUTION: The surface of a base material, e.g., Al plate, etc., is coated with a Li or Na silicate solution or colloidal silica, air-dried, preliminarily dried at 50W 100°C for 0.5W30min., primarily baked at 100W200°C for 0.5W30min., and then secondarily baked at 200W350°C for 0.5W30min. After the secondary baking, the base material is subjected to a dealkalinization treatment using an aqueous solution of a salt which is acidic when dissolved in water, such as NO3 salt, SO4 salt, PO4 salt, or organic acid salt of Al.
