Abstract

PURPOSE:To enable a crime to be prevented from occurring when there is a few person by starting pursuit when the number of a moving substance (a person) is below a fixed value and deciding that an abnormality occurs in a area when the number of a residence position is over the fixed value in case that a locker room is monitored. CONSTITUTION:A moving substance detection device 2 detects the moving substance from the image pickup data of a TV camera 1. When the number of the moving substance is below 2, pursuit devices 3-1..., residence position counting devices 4-1... and abnormality decision devices 5-1... are started and the pursuit is begun. Next, the counter devices 4-1... decide that the moving substance stayes within one unit area when the moving substance stays there more than the fixed time in the locker room and count up. After that, the devices 5-1... decide it abnormal when one moving substance stayed at the different lockers more than three, for example.

[Structure of the Invention] (Means for Solving the Problems) The present invention images an area to be monitored, detects moving objects existing within this area, and counts the number of moving objects. Then, when the number of moving objects becomes equal to or less than a predetermined value, each moving object is tracked, and the number of positions where each moving object stays is counted. Thereafter, when the number of staying positions of at least one moving body becomes a predetermined number or more, it is determined that an abnormality has occurred within the area.

(Function) In this invention, tracking is started when the number of moving objects falls below a predetermined value, and it is determined that an abnormality has occurred within the area when the number of staying positions exceeds a predetermined number. Therefore, accurate surveillance can be performed even in environments where there is a high possibility of crime occurring when there are few people, although there are times when it is crowded.

A plurality of television cameras 1 are attached to the ceiling of the locker room, and image the inside of the locker room as a monitoring area. The moving object detection device 2 detects a moving object from this imaging information. For example, as a specific method, there is a method of binarizing and labeling by taking the difference from the image information when no one is present. Tracking devices 3-1, 3-2, etc. track each moving object, respectively. Residence position counting device 4-1.4-2

The logical sum device 6 calculates the logical sum of the determination results by the abnormality determining devices 5-1, 5-2, and so on. The display device 7 has a display section such as a monitor television, and when it is determined that an abnormality has occurred within the monitoring area, it alerts the monitoring person with text and sound. The image storage device 8 stores data captured by the television camera 1 for a predetermined period of time. Note that this accumulated data can be monitored by the display device 7.

As described above, this monitoring device starts tracking when the number of moving objects falls below a predetermined value, and determines that an abnormality has occurred within the area when the number of staying positions exceeds a predetermined number. This makes it possible to accurately monitor locker rooms, which can be crowded at times, but where crime is likely to occur when there are few people.
