生産で使用される複数のノズルの情報を取得するノズル情報取得部と、
少なくとも1つのノズルが配置されたノズルチェンジャを選択するノズルチェンジャ選択部と、
前記ノズルチェンジャ選択部により選択された前記ノズルチェンジャに、前記ノズル情報取得部によって取得された前記複数のノズルの情報により特定される前記複数のノズルのそれぞれの配置位置を決定するノズル配置決定部と、を備え、
前記ノズル情報取得部は、前記ノズルチェンジャに配置されている前記ノズルの情報を取得し、
前記ノズル配置決定部は、前記生産で使用される前記複数のノズルのうち前記ノズルチェンジャで未配置のノズルを抽出し、前記ノズルチェンジャで前記ノズルが配置されていない1以上の空きホールに前記未配置のノズルを配置したノズル配置データを生成して出力し、
前記ノズルチェンジャ選択部は、前記生産で使用される前記複数のノズルと最も一致する複数のノズルが配置された前記ノズルチェンジャを選択する、

the nozzle changer selection unit selects the nozzle changer in which a plurality of nozzles that most closely match the plurality of nozzles used in the production are arranged .
