前記燃料電池へ前記酸化剤ガスを供給する酸化剤ガス供給装置と、
前記燃料電池からのオフガスを燃焼させて燃焼熱により前記改質部と前記蒸発部とを加熱する燃焼部と、
前記燃焼部において前記オフガスを着火させる着火器と、
システム起動に際して、前記改質部へ前記原燃料ガスを供給すると共に前記燃料電池へ前記酸化剤ガスを供給して前記燃料電池からのオフガスを着火するよう前記原燃料ガス供給装置と前記酸化剤ガス供給装置と前記着火器とを制御した後、着火の成否を判定する着火判定を行なう制御装置と、
