Abstract
【課題】東日本震災で二万人以上の市民が避難を完了することなくして亡くなった、それ
は避難施設までの移動距離は老人、子供、障害者などにとって非常に長いので、避難時間
を大幅に短縮する工法を考案した。
【解決手段】地中に埋設したシェルタードック(1)に収納した地下シェルターであつて、上方には脱出ハッチ(13)を有し、下方には鉄製の連結具(11)(12)を備え、シェルター本体(2)の上部が連結ワイヤー(9)で係止された地下シェルターである。

シェルター本体2のサイズは、1人当たり1 .5m3の必要空間として換算とする。一

ここで、今回の発明の詳しい説明を行う。水位が下がった状態を仮定したものである。最少収容人数のサイズの設置例を用いて説明する。シェルター本体2の外部寸法を幅1.5m、奥行1.5m、高さ1.8mとする。シェルター本体2の容積は、1.5m ×1.5m ×1.8m=4.05m3 となる。また、シェルタードック1の内部寸法を幅1.9m、奥行1.9m、高さ2.3mとする。シェルタードック1の内法容積は、1.9m ×1.9m ×2.3m=8.3m3となる。シェルタードック1の内法容積とシェルター本体2の容積の差は、8.3m3−4.05m3=4.25m3となる。底部の水の容積は、1.9m ×1.9m ×0.5m=1.805m3である。よって側面の水量は、4.25m3−1.805m3=2.445m3即ち2.445tonとなる。また、シェルター本体2の表面積を求めると、1.5m ×1.5m ×2面+1.5m ×1.8m ×4面=15.3m2となる。かりに3mmの鉄板で製作したと仮定して計算する、使用する鉄板の容積は15.3m2×0.003m=0.0459m3となる。これに鉄の比重7.8を掛け算すると、使用する鉄板の重量は0.0459m3×7.8=0.358tonとなる。内部に残る水の量から鉄板の重量を引くと、浮力として使用できる水の容積は2.445ton−0.358ton=2.087tonとなる。これを、シェルタードック1の底面積、1.9m ×1.9m=3.61m2で割ると、水の高さは、2.087ton ÷3.61m2=0.578mだけ上昇する。

る高さにより脱出が有利になることを最大の発明の効果と考えた。

震災瓦礫対策として重量鉄骨製の脱出エントランス22を考案した。使用材料は、重量鋼のH鋼、丸鋼とH鋼の複合材料、丸鋼とH鋼とグラウト材の複合材料とした。六面体で地上には五面が露出する。脱出エントランス22の剛性を高めるために、重量鋼を使用して、鉄骨筋違24を対角方向に相互に配置する。脱出エントランス22の天井と側面分は、瓦礫が喰い込まないようにH鋼を交差状に組む。今回の事例で使用するH鋼のサイズは、フランジ長さ300mm、ウエブ長さ300mm、フランジ厚さ15mm、ウエブ厚さ10mmのものを具体例として挙げた。工事予算に余裕がある場合は、鉄骨筋違の外側にプレキャストのコンクリート製の壁を取り付けると一層強度が確保される。現場において壁は、生コンクリートを使用して打設する工法だと時間と経費が必要となるので、出来限りプレキャストのコンクリート壁を使用する。壁を設置するに当たり、壁の出入り口にも脱出ハッチ13を取り付けるように考案した。

コンクリート支柱36について説明する。津波の衝撃により脱出エントランス22にモーメントが作用すると、コンクリート支柱36に引抜力が発生する。この引抜力に対抗するために今回の発明を考案した。地中の先端部は、補強基礎37を貫通して原地盤に定着させる。そして、頭頂部はエントランス基礎23の内部に定着させる。こうすることにより、津波と接触する部位では、引抜対抗力が増し、反対側の部位では圧縮抵抗力が増加する。こうすることにより、地上に露出して津波の破壊力を直接に受ける脱出エントランス22の構造上の耐力を増加させることにより、津波による破壊から免れる。引抜抵抗土46も引抜抵抗に抵抗加算する。これは、東日本大震災において重量鉄骨構造物が地上に多く残存したことを根拠とした。今回の実施例では、四隅に各一本の設置としたが、シェルター本体2のサイズにより随時本数は増加する。

補強基礎37は、鉄筋コンクリート製で、JISD13又はD16の異形鉄筋を使用して縦横150〜200mmの間隔で平面上に配置する。コンクリートは、普通ポルトランドセメント又は高炉セメントB種を使用する。配合強度は、180〜280kgf/cm2のものを使用し、厚みは150〜200mmとする。また、コンクリート支柱36は、鉄筋コンクリート製で工場製作されたものとする。頭部と先端部には、摩擦抵抗力を増加させるために、杭の外周部にはヒダを付ける。内部の鉄筋は、たて筋は異形鉄筋JISD13又はD16〜24とし、その周りには同規格のループ筋を配置することとした。コンクリート支柱36の外径は、直径200〜600mmのものとする。

選定する予定である。国内需要を想定すると他の発明と異なり、復旧のために建物の内部
改修工事を必然とされるので、地方の建築、建設業者への工事の発注量の増加として考え
れば、内需拡大対策となる。なお、今回の発明のように小規模のシェルターは、21世紀
以降の世界に於いて大多数の人命を救う工法と考える。
