図9は、セル10aの内部水分量と内部抵抗との関係を示している。図9に示すように、セル10aの内部水分量と内部抵抗とは相関関係がある。すなわち、セル10a内の水分が不足すると電解質膜の水分量が減少し、電解質膜の導電率が低下する。この結果、電解質膜の抵抗が増大することとなる。従って、電解質膜の抵抗値が第1の所定抵抗値を超えている場合には電解質膜の水分量が不足していると判断することができる。また、水分が過剰になると電極の反応抵抗が増加する。このため、電極の反応抵抗が第2の所定抵抗値を超えている場合には、電解質膜の水分過剰と判断することができる。それら以外の場合には電解質膜の水分量が適正であると判断することができる。
