複数の住居のそれぞれに設置され、該複数の燃料電池に係る制御装置とデータを送受信することが可能に接続された複数の演算装置と

前記複数の演算装置のうちの一の演算装置は、
他の演算装置から電力負荷に比して不足している不足電力量を取得する手段と、
前記複数の燃料電池に係る制御装置から発電量の余力を取得する手段と、
取得した不足電力量及び発電量の余力を記憶手段に記憶する手段と、
発電量の余力の供給先である電力需要者に係る演算装置を、不足電力量を取得した演算装置から選択する手段と、
電力需要者に係る複数の演算装置から取得した不足電力量の総計を算出する手段と、
算出した不足電力量の総計を補う発電量まで発電量を増加させる複数の燃料電池を、発電量の余力を取得した制御装置に係る燃料電池から選択する手段と、
算出した不足電力量の総計を、選択した燃料電池の発電量の余力に応じて比例配分する手段と、
該手段で選択した複数の燃料電池に係る制御装置へ、比例配分した不足電力量の総計を加算した発電量を指示する発電量指示信号を送信する手段と
