樹脂にフィラーを含有させる際、径の小さなフィラーを使用すると、フィラー同士の間に空間が出来やすいため、樹脂に気泡が混入しやすくなる。樹脂に気泡が多く混入すると、樹脂の絶縁性が低下する傾向にある。そのため、微細なスルーホールSを多く形成した場合、隣接するスルーホール導体10同士が短絡しやすくなるのを防止する目的で、スルーホールSの内壁面に形成される樹脂層9は、絶縁性が良好に維持されていることが好ましい。したがって、樹脂層9に含有される第1非金属無機フィラーF1は、比較的大きなフィラーを使用し、スルーホール導体10の熱膨張率と近い熱膨張率の樹脂層9を形成するとともに、樹脂層9の絶縁性を良好に維持することができる。一方、樹脂体11は、貫通孔18の内壁面にスルーホール導体10を形成したのち、空いた空間に形成されるため、樹脂体11に含有される第2非金属無機フィラーF2は、樹脂層9に含有される第1非金属無機フィラーF1よりも小さいものを使用し、スルーホール導体10の内壁面によって囲まれる空間Hに充填しやすくすることができる。また、樹脂体11に含有される第2非金属フィラーF2は、第1非金属無機フィラーF1よりも小さいものを使用することで、狭い空間である領域Hにも熱膨張率の低い絶縁物を形成することができ、複合基板5の熱変形を抑制することができる。
