製鉄プロセスで発生する製鉄ダストおよび鉄鉱石からなる群より選択される酸化鉄原料を所定の水分含有率まで乾燥する工程と、
乾燥後の前記酸化鉄原料と所定水分含有率の還元材とを混合する工程と、
前記酸化鉄原料と前記還元材との混合物を、篩下80%粒径で70μm〜500μmまで粉砕し、前記混合物の水分含有率を1%〜3%とする工程と、
粉砕後の前記混合物の水分含有率を調整した後に、当該混合物を混練する工程と、
混練後の前記混合物を塊成化して塊成物とする工程と、
前記塊成物を前記回転炉床炉により還元し、予備還元鉄とする工程と、
