然しながら近時の大都市においては、その建築並びに土木構造から、突発的集中豪雨等に依っては、一度に処々方々に洪水が発生し、従来型の砂袋、土嚢に依る止水、排水には間に合わず、重大な結果を招く危険があった。
本発明は、この様な従来の工法の欠点を改善する画期的な都市型洪水防止用止水板を提供する事を課題とする。

【課題を解決する為の手段』
斯の如き課題を解決する為に本発明の洪水防止用止水板は、適当数の鉄製又は木材製で断面がコの字状箱型の所定寸法の止水枠板或は押角間伐材を、横方向のみ、又は縦横両方向に相互に連結し、水勢に耐え得る所定対の転倒防止用金具で、此等枠板を水流に抗して固定すると供に、その上面に丈夫な防水布を少なくとも一枚被せ、内部に水流が侵入しない様に、止水板の真下の防水布上及びその先端上に砂袋を置いたり、前記転倒防止用金具の一端の固定板等で固定したりして、押し寄せる洪水の水の重さと水圧に依り、此の止水板及び大地上を防水布で密着固定して浸水を防止する様に構成した事を特徴とするものである。

【発明の実施の態様】
斯の如き構成に依り本発明の洪水防止用止水板は、都市型洪水例えば集中豪雨に依る突発的な出水時にも、予め分解され保管されている止水枠板の各部を、止水場所例えば地下鉄又は地下商店街入口等の冠水地に搬送して組み立て、その浸水口を囲んで防水し、その流れを反らせて地下低地えの流水を防止する。勿論此等止水板は、都市河川の氾濫防止にも有効に使用し得る。以下に図面を参照して本発明の好個の実施例を説明する。

図1及び図3に示す様に、本発明の洪水防止用止水板は、主として図2に示す鋼枠体を適当数連結した止水枠板(2)と、直接この面上を覆う第一の防水布(4)と、この布上から前記止水枠板(2)上に組合された表裏一対の転倒防止用金具(3)と、更に此等構築体を覆う第二の防水布(5)との組合わせより成る。

斯の如き洪水防止用止水板(1)の止水枠板(2)は、主として図2に示す如き鋼製止水枠板を使用するのが好ましく、洪水の水量に依っては、図3に示す様に一枚若しくは二枚重ね(2)(2)又は一段(2’)或は二段重ね(2’)(2’)の如く、その寸法を適宜調節して構築するのが有利である。

此の様に水量に応じて構築された止水枠板(2)の表裏面には、厚みのやや薄い第一防水布例えばビニール合成樹脂布(4)が被せられ、前記止水枠板(2)の継ぎ目、接続具用孔等からの洩水を防ぐ様に完全に被覆され、又横方向から入り込む水流を防ぐ為、止水枠板の足下には適当な容量の土嚢(6)(6)..が並べられる。

斯くの如く洩水を防止する様に被覆された止水枠板(2)上には、図4及び図5に示す複数対の転倒防止用金具(3)(8)が、相互に隣り合わせに然も逆向きに挟み込まれ、此の止水枠板を固定し且つ転倒しない様に支承すると供に、此等に挟み込まれた前記第一防水布(4)の先端部は、金具の先端の鉄筋杭打ち込み部(7)、これに打ち込まれた杭(B)(B)..及び前記止水枠板(2)の足下に設けられた土嚢(6)(6)に依って、大地に確りと固定され、側方から流れ込む水流に依って煽られない様に押え込まれている。

更に又、此の表裏一体的な転倒防止用金具(3)(8)は、夫々上記した第一防水布で被覆された止水枠板(2)を、その逆U字状に折り曲げられた挟持部(10)(11)間の空間(2’)内に挟み込むと同時に、前記挟持部から更に直角に折り曲げられたL字状水平延長安定部(12)と、此に連接する杭打込部(7)とに依って止水枠板の転倒を防止し、此のL字状部分に交差して取り付けられた交叉部分(9)に依って、金具全体の強度を補強する様に構成されている。

此等一対の転倒防止用金具(3)(8)は、図4及び図6に示す様に、相互に逆向き即ち金具(3)の杭打込部(7)が表面前方に、金具(8)の同部分(7)が裏面の後方に位置する様に、夫々の逆U字部(10)(11)で止水枠板(2)を表裏両面から挟み込み、夫々のL字状部分(11)(12)の水平延長安定部(12)及び前記杭打込部(7)(7)で、確りと止水枠板(2)を支承する様に構築される。
此の際の前記転倒防止用金具のL字状部(11)(12)の交叉部分(9)は、前記杭打込部(7)と供に、後述する矢印(P)方向からの洪水水圧に充分拮抗し、前記止水枠板(2)の転倒と此の金具の壊滅を充分防止する様に、表裏一体的に補強する。

斯くの如くして、一応洪水(W)の氾濫流出は防止し得るが、尚完全な防水目的の為に、更にやや厚手の第二の防水布(5)を、組立てられた転倒防止用金具(3)(8)上から被覆し、縦、横方向から加えられる洪水(W)の水圧(P)を利用して、第一防水布(4)で覆われた止水枠板(2)及び転倒防止用金具(3)(8)上に此の布を密着させ、一層の洩水防止に役立てると供に、流木等に依る第一防水布及び止水枠板の破損等を防止する様に役立てられる。
尚、必要ならば適当な容量の土嚢を前記第二防水布(5)の洪水側先端に並設して、流れに依る先端のはためきを防止する様に構築する事も可能である。

一方、図2に示す本発明の鋼枠体より成る洪水防止用止水板(1)は、図6に示す如く、積み重ね心棒(13)に依って組合わされた所定寸法の押角間伐材(2T)より成る積み重ね止水板(14)で代用する事が出来る。
此の枠板は、現在利用方法を考えられている諸種の木材の間伐材が利用されるので、極めて有効であると同時に、比較的安価に供給出来るので有利である。

他方、前記第一、第二防水布(4)(5)は、主として合成樹脂製の布体であるのが好ましいが、防水性を有し洪水の水圧に耐え、流木や種々な漂流物等に依って破損され難い布体であれば良く、比較的軽量で縫製が容易な材質でると同時に、防水チャック等で連結可能な布体であるのが有利である。

【発明の効果】
此の様な構成及び作用に依って本発明は、以下の如き優れた効果を有している。
(1) 構造が簡単で軽量の為、持ち運びが出来て何処の出水、洪水にも対応出来る。
(2) 資材の寸法を望み通りに選択出来るので、組立、分解、収納が容易且つ簡単である。
(3) 急を要する洪水時に、少人数で簡単に組立てる事が出来るので省力的である。
(4) 保管、収納に場所を取らない。
(5) 産業規格品、間伐材等を使用出来るので能率的且つ経済的である。
(6) 都市型の突発的洪水にも迅速に対応出来る。
(7) 資材の規格化が可能で安価に取り揃える事が出来る。
