本実施形態の調整制御部24bは、ループフィルター22で生成される過去の制御電圧信号を記憶している電圧記憶部27と接続されている。電圧記憶部27は、リファレンス信号を受信している、所謂、GPSロックしている間に、ループフィルター22で生成される制御電圧信号を経過時間ごとに記憶している。ループフィルター22で生成される制御電圧信号である制御電圧(Vcont)が、例えば、図6に示すように、経過時間とともに増加する傾向つまり(Vcont2−Vcont1)が正であれば、周波数が低下傾向で、制御電圧を+(プラス)印加することで補正している。ホールドオーバー時は制御電圧を調整しないため、周波数は低下し、位相は+(プラス)側にシフトするので、調整制御部24bでは、発振器30の出力するクロック信号(周波数F)の位相を−(マイナス)側になるように調整する。また、(Vcont2−Vcont1)が負であれば、逆に、発振器30の出力するクロック信号(周波数F)の位相を+(プラス)側になるように調整する。
更に、制御電圧の差が+(プラス)か−(マイナス)だけではなく、差分量によって変動量を変えてもよい。例えば(Vcont2−Vcont1)=1V(変動が大きい)のときは、補正量1.5μs×1とし、(Vcont2−Vcont1)=0.5V(変動が小さい)のときには、補正量1.5μs×0.5とするように、補正値に対して可変させるパラメーターを(Vcont2−Vcont1)の差の大きさから可変させてもよい。
また、もしくは継時的に位相量を変化させてもよい。例えば周波数はエージングで徐々に枯れていくので、位相も同様に変化が小さくなり、1か月ごとに位相変動量を、最初は1.5μs、1か月後は1μs、2か月後は0.7μsのように小さくしてもよい。

このような構成とすることで、電圧記憶部27に記憶している制御電圧信号の傾向から発振器30のクロック信号(周波数F)が高くなる傾向か低くなる傾向かを判断できるので、発振器30のエージング特性の傾向が変化しても、調整量記憶部26に記憶されている調整する量を加算又は減算して調整することができるので、ホールドオーバー状態でも高精度のタイミング信号を生成する基準信号生成装置1bを得ることができる。
なお、以上の説明では、GPSを用いてリファレンス信号を取得する例を示したが、GPS以外にも準天頂衛星QZSSやその他のGNSS(Glonass,Galileo,Beidou)等であってもよい。
