前記多孔質ガラス体内にSiOHとして残留するOH基を除去する工程であって、塩素系脱水剤を含む雰囲気中において、前記第2の工程を経た前記多孔質ガラス体を、前記第1の温度よりも高い第2の温度で加熱する第3の工程と、
