A cell adapted to hold a group of said target atoms or molecules,
By passing a charged particle beam of ionized atoms or molecules through the cell, the atoms or molecules in the charged particle beam are neutralized by adding electrons from the atoms or molecules located in the cell. Means for generating a beam of ionic atoms or molecules, wherein the ionized atom or molecule beam is within an ionization potential of an atom or molecule in the cell of the same type as the atom or molecule in the cell. Wherein said device comprises a combination of means having an ionization potential within about 500 meV.
