散気部44を回転させると、前記のように散気部44の表面に形成される液体の境界層が薄くなるため、気泡が微細化されて、散気槽12の気泡を含む液体の単位体積あたりにおける気体の気液界面の面積が広くなるので、気体が液体に溶解する速度が速くなる。また気泡が上昇する速度が下がることと、散気槽12内の気泡の分散性が良くなるため、気体の利用率が上がる。このため、供給する気体の量が少しで済む。そのため、気体を供給するブロワ20(図1参照)の動力を減少させることができる。散気部44は、上記の理由で散気槽12の底部近傍に設置するのが好ましい。しかし一方で、散気部44を回転させる必要があるため、散気部44を回転させるための動力が必要となる。散気部44を回転させるために必要な動力は、散気部44の回転速度の約3乗に比例するため、散気部44の回転速度が速くなると急速に動力が増加する。そのため、散気部44の平均的な周方向速度は、実用的には2m/s程度以下にすることが望ましい。
