雨水の流出抑制を目的として、プラスチックなどで製造された容器状あるいはテーブル状部材その他の貯留部材を地下に配置し、貯留空間を確保して雨水を一時的に貯留する貯留浸透施設が普及している。この目的のために各種の形状の貯留部材が、例えば特開昭62-101097、特開昭62-126179、特開平9-296486、特開平11-43971、特開平10-115778、特開平10-252108などに提案かつ使用されている。これらの一例を図7に示した。いずれの方法も部材を配置し、使用する部材の形状に応じて必要な継ぎ手などで連結し、その周囲を透水性もしくは遮水性のシート類で包み、流入管、溢流管、泥だめ枡、オリフィス枡などの付帯設備を設け、その内部空間に雨水を貯蔵する貯留浸透施設とするものである。
雨水の流出抑制を目的とするためには、地下水位が低い場合は透水性のシートで包み、貯留された雨水を徐々に地下に浸透させ、地下水位が高い場合は地下水が内部に入らないように遮水性のシートで包み、槽内に雨水を受け入れた後、徐々に下水あるいは河川に放流することが行われている。これら部材は、また軽量盛土材その他としての用途が提案されている。
これら貯留部材を使用する槽は、内部点検、あるいは雨水以外の下水を貯留する場合等内部清掃に問題のある場合がある。特開2004-092334に開示したように、これら貯留浸透施設の内部点検を目的とし、貯留空間内部に点検用通路を設ける提案もある。また、特開2001-090167に開示した図5に示すような清掃用として下部に泥だめ用の空間を設けたものも提案している。

本第3の発明は、上記1記載の貯留浸透施設において、前記通路の槽側の壁面に槽内点検用の孔を設けた上記1記載の雨水貯留浸透施設である。
