図3(d)に示すように、誘電体層34を形成した後、酸化マグネシウム薄膜を保護層35として、スパッタ法、電子ビーム蒸着法などを用いて誘電体層34の上に形成すると、上記誘電体層35の表面に沿って均一な厚みの保護層35が形成される。保護層35の厚みは、パネル動作中に保護層35が受けるダメージとパネルの寿命、形成時間(コスト)などを考慮して決定されるが、概ね0.3〜2μmの範囲である。また、段差の寸法は概ね4.9μmである。

上記のように前面基板21を形成した後、この前面基板26と、別に形成した背面基板とを放電空間を挟んで対向させたうえで貼り合わせ、真空排気した後に、この放電空間に放電ガス(例えばNeとXeの混合ガス)を封じ込めてPDPを作製する。背面基板には、ストライプ状の隔壁構造を有するものを用いてもよいが、井桁状の隔壁構造を有するものを用いてもよい。井桁状の隔壁構造を有する背面基板を用いる場合、縦隔壁と横隔壁との高さが等しい井桁隔壁構造のものを用いても、前面基板側に段差が生じた状態となっているため、前面基板と当該隔壁頂部との間に必ず隙間が生じた状態となり、上記真空排気工程を良好に行うことができる。

上記のように形成した前面基板を採用したPDPにおいては、ディスペンサ方式でペーストを塗布するため、ペーストの表面張力によってバス電極に円弧状に形成できる持たせることができ、溝に隙間なく十分な高さをもって電極材料を充填できる。また、凹部の底辺が丸みを帯びているため、ペーストを凹部に充填した後乾燥・加熱しても、バス電極表面の中央部が沈むことがなく丸みを帯びた形状で保たれる。
