本発明は、デマンドバス運行管理システムおよびそのための方法に関する。

【従来の技術】
例えば鎌倉等の有名観光地区や例えば軽井沢等の有名避暑地区では、シーズンになると、多数の観光客や避暑客が一度に集中することは良く知られている。そしてそのような地区を訪れる人々の多くは車を利用している。

このため、当然のことながらそのような地区では、車がその街中にあふれ、身動きもとれないのが実状である。

そこで有名観光/避暑地区では最近、いわゆるPark & Ride を導入し始めている。このPark & Ride は、そのような地区の郊外に大規模な駐車場を設けてそこに多数の車を駐車させ(Park)、そしてそこから専用の無料バス等により街中に人々を案内する(Ride)、といった渋滞緩和システムである。

ところが、街中に案内された人々は、今度は車を利用できなくなって、行動の自由を失うことになり、行きたい所に迅速に行けなくなる。またそのための移動は徒歩あるいはレンタル自転車等であるから、行動範囲は大幅に狭まってしまう、といった不利を逆にもたらすことになる。

そこで本出願人はそのような不利を解消するために、公知のデマンドバス方式を採用するという着想を得た。これは、乗客の要求に応じて運行する乗り合いバス方式である。

このデマンドバスに関連する公知技術としては、下記の特許文献1〜3がある。しかしいずれの公知技術も、後述する説明から明らかになるとおり、「ダイナミック・デマンドバス運行管理」という考え方に基づく本発明とは異なる。また、「非接触ICカードと携帯電話と地上器とを媒介手段とする」という手法については全く開示されていない。

【発明が解決しようとする課題】
従来のデマンドバス・システムはいわばスタティック・デマンドバス・システムであり、単に固定経路に沿って配置された停留所に行って呼出しボタンを押せば、バスが迎えに来る、といったものである。

このため、(i)利用者数の少ない過疎地にも採用可能、(ii)利用客のニーズに柔軟に対応可能すなわちダイナミックな運行経路設定可能、(iii )合理的な運賃設定可能、といった要求に応えることはではなかった。

したがって本発明は、上記諸要求に鑑み、利用客(ユーザ)のニーズに柔軟に対応可能で、合理的な運賃設定ができ、かつ、利便性の高い、ダイナミック・デマンドバス運行管理システムならびにその運行管理方法を提供することを目的とするものである。

【課題を解決するための手段】
図1は本発明に係るデマンドバス運行管理システム全体の基本構成を示す図である。

まず本発明に係るデマンドバス運行管理システム1について概観してみると、次のとおりである。

非接触ICカード3を、事前に乗降予定スポット9に設置した読み取り装置(地上器5の上)にかざすことによって、ユーザ2の位置情報およびそのユーザが持つ固有情報を本システム1に知らせる。本システム1からはそのユーザが保持する携帯電話4に、デマンドバス7の到着予定時刻および運賃を動的に知らせる。あるいは、運行経路RTそのものを、複数ユーザの位置によって新たに動的に設定し、それに応じた運賃を算出して、デマンドバス7内の車載器(読取りおよび表示装置)8に、ユーザ個別の運賃を表示する。

この中で、本発明の特徴の第1は、非接触ICカード3と、携帯電話4と、地上器5と、運行管理センター6と、を備える点にある。

【発明の実施の形態】
引き続き図1を参照すると、前述の地上器5は、ユーザ2が利用するデマンドバス7の乗降予定スポット9またはその近傍に設置される。各乗降予定スポット9は、例えば、鉄道駅、美術館、景勝地、名所旧跡、あるいは大型コンビニエンス・ストア、レンタル自転車店、旧来のバス停、地区の住民がよく集合する場所等々に設置する。

本図において、上述した所定の時間間隔毎に(T1,T2…)、最適運行経路はRT1,RT2…のように、複数のユーザ2からのデマンドバス(7)乗車要求に応じて、動的に変遷していく。この時間間隔(T1,T2…)は一定とするよりも、乗車要求の多少に従って可変とする方が望ましい。すなわち乗車要求が多くなればなる程、その時間間隔を小さくしていく。

次に、図2に戻って、到着予定時刻算出手段12について説明する。なお、図2に示す上記の手段11,12ならびに後にそれぞれ詳述する手段13〜17は、実際には全てコンピュータによるソフトウェア処理によって実現することができる。

この到着予定時刻算出手段12は、前述のように手段11により設定された最適運行経路(RT1,RT2…)に従って、当該ユーザ2のいる乗降予定スポット9までの当該デマンドバス7の到着予定時刻を算出する。

その到着予定時刻が来るまでに、ユーザ2は運賃を予め用意しておくことができる。このために、運賃算出手段13は、手段11により設定された前述の最適運行経路(RT1,RT2…)に従って、前述のデマンドバス乗車要求に示された目的地までの運賃を算出する。

上述の説明では、運行経路RTがダイナミックに変わることを前提としたシステム1に言及したが、本システム1は固定運行経路のスタティック・デマンドバス・システムにも適用できる。観光地区や避暑地区の道路レイアウトによっては、ランダムな運行経路をとることができず、どうしても一筆書きの固定運行経路になってしまうことがあるので、これに対処するものである。

このために、運行管理センター6は、デマンドバス7が固定運行経路に沿って運行する場合に、当該ユーザ2のいる乗降予定スポット9までの当該デマンドバス7の到着予定時刻を算出する「動的」到着予定時刻算出手段14を有することもできる。

固定運行経路の場合には、当該経路に沿った、例えば20箇所のスポット9のうち、例えば2つのスポットから乗車要求が出ているときと、例えば12のスポットから乗車要求が出ているときとでは、到着予定時刻は大きく変動する。上記のように「動的」と称したのは、このためである。

再び、運行経路が時間と共に変わる場合に戻って言及すると、「割り勘」という考え方を導入することもできる。デマンドバス7の利用者(ユーザ2)がきわめて少ないときは、所要の運行経費を考慮して、所定の最高運賃を設定することが望まれる。逆にその利用者がきわめて多いときは、利用者へのサービス(快適性等)が低下してしまうことも考慮して、人数に応じてその最高運賃を減額することが望まれる。この減額はいわゆる割り勘で行うのが合理的である。またこの減額によって、本システム1の利用者が一層増えることも期待される。

以上の考察から、運行管理センター6は、デマンドバス(7)乗車要求が複数の地上器5にてそれぞれ受信されたことを、通信インタフェース(I/F)21を介して、検出したとき、各デマンドバス乗車要求に示された目的地を考慮して、各ユーザが分担すべき運賃を算出する割り勘計算手段15を含むことができ、その運賃を、通信インタフェース22を介して、それぞれの携帯電話4に通知することができる。

上記運賃や前述の到着予定時刻のユーザ2への通知方法について見ると、運行管理センター6は、乗車応答情報(到着予定時刻、運賃等)を音声にて自動的に各携帯電話4に返す音声合成装置25を有することが望ましい。本システム1の運用に要する人件費を削減するためである。
