本発明は、防犯効果を高めることができる金融自動化機器の防犯システム、電源制御装置及び金融自動化機器に関する。

【発明が解決しようとする課題】
一般に、金融機関例えば銀行には、金融自動化機器のコーナーが設けられ、複数台のATM(automated teller machine;現金自動預払機)等が設置されるようになっている。この場合、前記複数台のATMは、プログラマブルコントローラの機能を有する電源制御装置に接続され、例えば営業開始時刻になると駆動電力(AC100V)が供給され、営業の終了時刻になると電源がオフされるようになっている。また、該コーナーに設けられている電灯や、自動ドア、アナウンス装置等の他の負荷に対しても、前記電源制御装置により、電源の供給制御が行われるようになっている。さらに、前記電源制御装置は、各負荷の状態を監視する機能も有し、異常(故障)などの発生時には、防犯管理センタのコンピュータなどに通知するようになっている。

ところで、上記ATMなどの金融自動化機器は、多額の現金が収納されているため、犯罪の対象となる可能性が高い。このようなATMにおいては、防犯対策上、筐体や内部の現金が収納されるユニット自体が堅牢に構成されているため、近年では、ATMの非稼働時例えば銀行内が無人となる深夜などにおいて、ATMそのものが持ち去られて(盗まれて)しまうといった犯罪が起こっている。

従来では、ATMコーナーのドアや窓等に防犯センサを取付け、営業時間後も、警備会社の防犯管理センタにて監視を行うといった防犯対策は行われているが、ATM自体が持ち去られたことを検出する手段は設けられていなかった。この場合、ATMは、銀行のホストコンピュータに接続されているものの、ATMの電源オフ時には何ら対応はできず、また、前記電源制御装置においても、ATMの電源オフ時にはATMの状態を検出することはできなかった。

そこで、ATMが持ち去られた(設置場所から移動された)ことを検出するためのセンサを新たに取付けることも考えられるが、配線等も含めて構成が複雑となり、また、防犯システムに精通している者が、防犯センサなどを無効化した上で犯行を行うことも考えられ、十分な防犯効果が得られない虞もある。尚、従来では、ATMが持ち去られるような犯罪があった場合に、その後どうするかといった点での有効な対応策もとられていなかった。

本発明は上記事情に鑑みてなされたもので、その目的は、簡単な構成で、効果的に防犯機能を果たすことができる金融自動化機器の防犯システム、並びに、その防犯システムを構成するに好適な電源制御装置及び金融自動化機器を提供するにある。

【課題を解決するための手段】
本発明者は、ATM等の金融自動化機器に対する電力供給制御を行っている電源制御装置に、金融自動化機器が持ち去られた(移動された)ことを検出する機能を設けることができれば、新たなセンサ等を設けずとも防犯対策が可能となることを着想すると共に、金融自動化機器そのものが盗まれる際には、金融自動化機器と電源制御装置との間を接続している電源線や信号通信線の物理的な切断を伴う点に着目し、本発明を成し遂げたのである。

即ち、本発明の金融自動化機器の防犯システムは、金融自動化機器に対して駆動電力の供給制御を行う電源制御装置に、金融自動化機器の非稼働時において、該金融自動化機器に対して駆動電力よりも低電圧の低電圧電力を供給すると共に、該金融自動化機器に流れる低電圧電流を監視し、低電圧電流が検出されなくなったときに、上位コンピュータにその旨の通報を行う機能を設けたところに特徴を有する(請求項1の発明)。

これによれば、金融自動化機器の非稼働時において、金融自動化機器が正常な状態にあれば、電源制御装置は、金融自動化機器に低電圧電流が流れていることを検出することになる。これに対し、金融自動化機器が持ち去られた(移動した)場合、低電圧電力を供給する通電線が切断されることになり、低電圧電流が検出されなくなる。これにより、金融自動化機器が持ち去られた(移動した)ことを確実に検出することができ、その旨を上位コンピュータに通報することができる。この場合、非稼働時において金融自動化機器に供給される電力は、駆動電力と比べて十分に低い電圧で良いので、消費電力が徒に大きくなることもない。

【発明の実施の形態】
以下、本発明を銀行のATMコーナーに設けられるATMの防犯システムに適用した一実施例について、図面を参照しながら説明する。まず、図4に示すように、金融機関たる銀行の店舗には、営業室1とは区切られた(分離された)形態でATMコーナー2が設けられるようになっており、そのATMコーナー2内には、例えば出入口部2aとは反対側(奥側)の壁部に沿って、複数台(図では3台)の金融自動化機器たるATM3が設置されている。

詳しい図示及び説明は省略するが、このATM3は、筐体の前面部に、預金通帳やキャッシュカードの挿入口、表示部、タッチパネルからなる入力操作部、紙幣出入口等を有している。また、ATM3内には、マイコン(CPU)を主体とし全体の制御を行う制御部が設けられていると共に、磁気ストライプのデータを読取る読取部、取引明細書発行部、通帳記入部、入出金処理部、銀行のホストコンピュータとの間で通信を行う通信部等が設けられている。尚、図3では、上記各機構を、ATM機能部4と総称している。さらに、図3に示すように、このATM3内には、次に述べる電源供給ユニットに接続され前記ATM機能部4に必要な電源を供給する電源入力回路5が設けられている。

そして、図4に示すように、前記ATMコーナー2の奥部(ATM3が設置されている壁の裏面側)には、機械室6が設けられており、この機械室6に、本実施例に係る電源制御装置たる電源供給ユニット7が設けられている。この電源供給ユニット7は、電源線(ケーブル)8を介して前記複数個のATM3に接続され、それらATM3(電源入力回路5)に駆動電力(AC100V)を供給するようになっている。

このとき、この電源供給ユニット7は、プログラマブルコントローラの機能を有し、所定のプログラムに従って、例えば営業開始時刻になるとATM3に駆動電力を供給(電源オン)し、営業の終了時刻になるとその供給を停止する(電源をオフする)ようになっている。また、図示はしないが、この電源供給ユニット7は、ATMコーナー2に設けられている電灯や、出入口部2aの自動ドア、アナウンス装置等の他の負荷に対しても、電源の供給制御を行うようになっている。更に、電源供給ユニット7は、稼働時における各負荷の状態を監視する機能も有し、異常(故障)などの発生時には、後述する防犯管理センタの管理サーバに通知するようになっている。

さて、本実施例においては、上記したATMコーナー2における非稼働時例えば銀行内が無人となる深夜などにおいて、ATM3そのものが持ち去られて(盗まれて)しまう犯罪に対処するため、以下のような防犯システムが構築されるようになっている。この防犯システムは、ATM3そのものが盗まれる際には、例えば図4に×印で示すように、ATM3と電源供給ユニット7との間を接続している電源線8の物理的な切断を伴うことに着目して構成されるようになっている。図1は、本実施例に係る防犯システムの構成を概略的に示しており、また、図2及び図3は、その防犯システムを実現するための前記電源供給ユニット7及びATM3の要部の電気的構成を夫々概略的に示している。

即ち、まず、図1において、前記ATMコーナー2の電源供給ユニット7は、例えばインターネット等のネットワーク9を介して、警備会社の防犯管理センタ10に設けられる上位コンピュータたる管理サーバ11に接続されている。また、この防犯管理センタ10は、前記管理サーバ11に接続された表示装置12を備えている。さらに、前記管理サーバ11は、前記ネットワーク9を介して携帯電話管理センタ(制御局)13の管理コンピュータ14に接続されている。前記携帯電話管理センタ13の管理コンピュータ14は、ゾーン毎に設けられた複数(1個のみ図示)の携帯電話基地局15に接続されている。

前記制御部16は、そのソフトウエア的構成(プログラムの実行)により、出力リレー部19を制御して、ATM3の稼働時には、該ATM3(電源入力回路5)に駆動電力を供給し、ATM3の非稼働時には、出力リレー部19を切替えて、該ATM3(後述する負荷回路)に低電圧電力を供給するようになっている。これにて、5V出力部25、制御部16、出力リレー部19等から低電圧電力供給手段が構成されるようになっている。また、本実施例では、ATM3に対して低電圧電力を供給する通電線は、駆動電力供給用の電源線8と共用されるようになっている。

前記電流監視部20は、ATM3の非稼働時に該ATM3(負荷回路)に流れる電流を監視し、その電流監視(検出)信号が前記制御部16に入力されるようになっている。そして、後の作用説明でも述べるように、制御部16は、電流監視部20が低電圧電流を検出しなくなったときに、電源線8の断線ひいてはATM3の移動があったと判定して、前記通信部17を介して前記管理サーバ11に対してその旨の通報を行うようになっている。

一方、図3に示すように、前記ATM3には、前記ATM機能部4に電力を供給する電源入力回路5に並列に、前記低電圧電力により電流が流れる負荷回路26が設けられている。この場合、負荷回路26を単なる抵抗器(例えば5kΩ程度)から構成することができる。また、前記電源入力回路5は、前記低電圧電力(DC5V)では動作することはない。そして、このATM3の筐体内には、GPS機能付きの携帯電話機27が内蔵されている。

詳しい図示及び説明は省略するが、この携帯電話機27は、前記基地局15を介して外部の通信機器との間で無線通信を行う機能を備えると共に、GPS衛星からの信号を受信することに基づいて自機の現在位置(経度,緯度)を検出(測位)する機能を備えるものであり、現在市販されている既存のものを使用することができる。尚、この携帯電話機27は、常に待受け状態(電源オンの状態)とされるようになっており、この場合、携帯電話機27が内蔵する二次電池に対して、ATM3内で適宜充電が行われるようになっている。

これにて、ATM3は、自機の現在位置を検出する自位置検出手段と、外部との無線通信を行うための無線通信手段とを備えることになる。さらに、前記携帯電話機27は、そのソフトウエア構成(プログラムの実行)により、外部(管理サーバ11)からの現在位置報知の要求信号を自動着信するようになっており、その要求信号を受信すると、前記GPS機能を用いて自機の現在位置を検出し、その後、検出した現在位置情報を、自動発信により管理サーバ11に対して送信するようになっている。

前記防犯管理センタ10の管理サーバ11は、上述のように、電源供給ユニット7から、ATM3の移動があった旨の通報を受けると、携帯電話管理センタ13の管理コンピュータ14(及び携帯電話基地局15)を介して、該当するATM3が内蔵する携帯電話機27に対して、現在位置報知の要求信号を発信し、その後、携帯電話機27から現在位置情報を取得すると、表示装置12に地図と共にその位置を表示し、該ATM3を追跡できるようになっているのである。尚、警察等への通報も併せて行われるようになっている。

次に、上記構成の作用について、図5も参照して述べる。図5のフローチャートは、前記電源供給ユニット7の制御部16が、ATM3の非稼働時(営業時間外)に実行する処理の手順を概略的に示している。即ち、上述のように、ATM3の稼働時(営業時間内)は、電源供給ユニット7は、各ATM3の電源入力回路5に対して電源線8を通して駆動電力(AC100V)を供給する。このATM3の稼働時には、電源供給ユニット7により、各負荷の状態が監視され、異常(故障)などの発生時には、防犯管理センタ10の管理サーバ11に通知がなされるようになっている。
