A gutter for holding a cushion material of a required length is disposed at an upper portion over the width direction, a drop hole having a length slightly shorter than the cushion material of the required length is provided at the center of the gutter, and the fall hole is provided above the fall hole. A push-down mechanism for pressing and dropping a cushion material of a required length held in the gutter onto a sheet is provided, and a cushion material roll in which a cushion material is rolled is arranged on one side of the gutter, and the cushion material roll is placed above the gutter from the roll. A sheet take-up device provided with a cushion material drawing-out mechanism for drawing a cushion material to a required length.
