Water quality control means in a passage 15 through which water passes from a reservoir to a forebay, the passage being defined by the sidewalls of separated piers 13, 14 and the forebay bottom 19, comprises a pontoon 94 submerged a distance H-94 below the water surface WL and a cutoff membrane 91 supported by the pontoon, the pontoon and membrane extending across the passage with their sides slidably engaging channel tracks 23, 25 on said sidewalls so that the membrane and pontoon form a barrier to cut off the flow of water above the depth H-94. A second pontoon 28 spaced below the first at a depth H-28 below the water surface has a sectional membrane 62, 63 depending therefrom, the two pontoons defining an intake opening for the passage of water from the reservoir to the forebay. Each pontoon has means controlling the supply of compressed air thereto to expel water therefrom to vary the buoyancy of the pontoon and thereby alter the position and extent of the intake opening. The pontoon 28 may be locked in position.
