A road or aircraft runway comprises a level base layer 1 above which is disposed at least two layers 2, 3 of prefabricated material with an intermediate layer 3 therebetween, each layer of material being constituted by adjacent co-planar prefabricated slabs, the slabs of the top layer overlapping the joints of the lower layer. The intermediate layer may be e.g., sand, bitumen, cement &c. Holes are provided in the slabs of the two layers in such positions that they are aligned vertically and retaining pegs can be fitted therein.
