A composite filler for making mouthpiece cigarettes is formed by first forming a tobacco filler of average density below that of the cigarettes, severing tobacco sections from the filler and temporarily arresting the endwise movement of the filler after each section is separated therefrom, whereby the filler is compacted endwise, moving successive severed sections away from the arrested filler to form a gap into which a stub is inserted to form a composite filler having a speed slower than the tobacco filler, which latter is fed through a confining passage in which its speed is reduced to that of the composite filler, whereby each tobacco section is again compacted endwise and its average density increased to that desired in the cigarette. Tobacco is showered on to a conveyer 2 to form a continuous filler in which a rotating worm 3 forms gaps containing little or no tobacco, the average density of the filler being less than that required in the cigarettes. A knife 7 severs sections from, and simultaneously arrests the motion of, the filler which is thereby compacted endwise, the severed sections being removed by a paper web 10 to form a space into which a fluted wheel 8 carries a stub which is ejected therefrom by the succeeding tobacco section. The resulting composite filler passes through a guide 12 preferably of polished steel, to a garniture. The web 10 moves at a slower speed than the conveyer 2 so that when the filler is released by the blade 7 its speed is reduced on contacting the web 10, and a further endwise compacting of the filler is obtained. The stubs in the composite filler may be correctly positioned by means of a moving finger as described in Specification 669,569. Specification 460,245 is referred to in the Provisional Specification.
