An elongated rectangular plate(10)fixes to the brush and embodies an H frame(7, 8, 9)constituting the hinge spindle(7): a U plate enveloping this spindle and pin-sandwiching the round plated end(16)of the handle ferrule(17)to form a pin joint. Thus rotation about two perpendicular horizontal axies is achieved. A knurled nut(6)friction locks the pin joint and the H frame is screw (14, 15)slideable into the base to lock the back of the U.
