Ledit premier actionneur (31) comporte une masse polaire (310) magnétisée ou électrisée, ledit résonateur (2) comporte une piste (21) magnétisée ou électrisée, et ladite masse polaire (310) ou/et ladite piste (21) créant, dans un entrefer (210) entre ladite masse polaire (310) et ladite piste (21), un champ magnétique ou électrostatique ayant une intensité assurant l'entraînement relatif dudit arrêtoir (3) et dudit résonateur (2) quand le couple est inférieur audit couple nominal, et ledit arrêtoir (3) ou/et ledit résonateur (2) comporte des moyens d'arrêt (211 ; 311) limitant le débattement relatif entre ledit actionneur (31) et ledit résonateur (2) quand le couple est supérieur audit couple nominal.
