The upper arm and the lower arm are folded during storage, thereby meeting the storage requirement of limited space and meeting the span requirement during normal retraction. When in use, the lifeboat is fixed with the container 10 through the binding structure, so as to prevent shaking during storage and transportation; when the task is executed, the container 10 is lifted to the designated position of the shipside through the crane device, the base of the container 10 is connected with the deck of the mother ship through bolts, the side plates and the top plate of the container 10 are opened, one path of power supply of the mother ship is connected with the socket of the container 10, the binding structure is loosened, the electric cabinet 90 is started, the hydraulic pump station 70 is started, the first oil cylinder 34 and the second oil cylinder 35 control the upper arm 33 and the lower arm 32 to rotate, the lifeboats are lifted in the container 10 and then are carried to the outer side of the shipside, the release of the lifeboats is completed, and the recovery operation is carried out after the lifeboats are used. After the recovery of the lifeboat is completed, the hanger structure is folded and contracted in place, the power supply is turned off, the cable connected with the socket of the container 10 is pulled out, the side plate and the bottom plate of the container 10 are closed, finally, the connecting bolts of the container 10 and the deck are removed, and the lifeboat is lifted to a storage position.
