The material arranging mechanism (6) comprises two groups of guide rails (601), four clamping seats (602), a first power unit (61) and a second power unit (62), wherein the two groups of guide rails (601) are arranged in equal height and parallel along the circulation direction of the packaging bag, the two clamping seats (602) are arranged on each group of guide rails (601) in a sliding mode, the positions of the clamping seats (602) on the two groups of guide rails (601) correspond to each other, the first power unit (61) is arranged on the supporting plate (102) and used for driving the two groups of guide rails (601) to be close to or far away from each other, and the second power unit (62) is arranged on the supporting plate (102) and used for driving the two clamping seats (602) on the same guide rail (601) to move relatively.
