and step 3: the method comprises the steps that the pressure and the water flow of a pipeline when a water pump pumps water are monitored in real time, the pressure monitoring unit and the water flow monitoring unit send the pressure and the water flow monitored by the pressure monitoring unit and the water flow monitoring unit to a data acquisition control unit in real time, the data acquisition control unit analyzes the water pressure and the water flow in real time, when the pressure and the water flow are reduced, alarm information of abnormal water taking sampling is transmitted to a manager on line, and when the water pump is not stopped and the water flow disappears or is extremely small, the data acquisition control unit immediately controls the water pump to stop pumping water to prevent equipment failure and sends alarm information to the manager;
