the organic borate is triethanolamine borate;
the complexing agent is one or a mixture of more of hydroxyethylidene diphosphonic acid, ethylene diamine tetraacetic acid, hydroxymethyl oxosuccinic acid and gluconic acid in any proportion.

The method of using the rust inhibitive composition material for hot-rolled pickled plate according to claim 1, wherein: adding the antirust composition material for the hot-rolled pickled plate into final rinsing water of a hot-rolled pickled plate pickling rinsing process section, circularly stirring uniformly, and carrying out final rinsing on the hot-rolled pickled plate.
3. The method of using a hot-rolled pickled plate anticorrosive composition material according to claim 2, characterized in that: the material content of the hot-rolled pickled plate antirust composition in the final-stage rinsing water is 2wt%.
