1. An orderly power utilization management system based on power gap and supply and demand balance is characterized by comprising:
the index management unit is used for carrying out ordered power utilization index distribution according to the annual power grid power gap condition and the supply and demand balance condition;
the client management unit is used for inquiring the user file and information of creating, increasing, reducing and selling the user file; inquiring user load information; carrying out load characteristic analysis and peak avoiding potential analysis on a user; according to the principle of the limitation, the ordered power utilization indexes are completed as the target, and users are screened to participate in the ordered power utilization to form an ordered power utilization client group in a certain degree;
the target customer validity checking unit is used for dispatching customer checking work orders aiming at the ordered power utilization customer group, each customer checks the work order and dispatches the work order to a customer manager or a power utilization checking person, the checking person checks according to the content of the work order, checks whether the load of the customer is monitored, whether the communication security load with the customer is reasonable, whether a load control device is normal and whether a control switch is intact, conditionally performs a switch tripping experiment, and updates the checking result to the ordered power utilization customer management unit; the target client validity checking unit includes: the system comprises a client list module and an inspection task list module, wherein the client list module is used for screening users to be inspected according to user affiliation and industry classification conditions so as to generate an inspection task list for subsequent inspection operation; the inspection task list module is used for displaying all generated inspection task lists and supporting the inspection of a user to be inspected;
the scheme management unit selects customers in the ordered power utilization customer group, and then compiles summer scheme groups and winter scheme groups of ordered power utilization according to the ordered power utilization indexes and the peak avoiding mode and the early warning level; the scheme management unit includes: the system comprises a scheme compiling module, a scheme management module and a scheme auditing module, wherein the scheme compiling module is used for compiling an annual ordered power utilization scheme according to an annual ordered power utilization gap of a power grid; the scheme management module is used for managing the programmed ordered electricity utilization annual plan; the scheme auditing module is used for approving the submitted scheme;
the method comprises the steps that an application unit is started, an electric power dispatching control center predicts that an electric power gap exists in the whole network or a local area, a gap load and the area are notified to a campe part, the campe part initiates a starting application according to the electric power gap in order power utilization responsibility, and the application is filed after being checked; the start application unit includes: the system comprises a starting scheme compiling module and a starting scheme management module, wherein the starting scheme compiling module is used for compiling an orderly power utilization starting scheme according to the load change condition of the power grid within a period of time in the near future; the starting scheme management module is used for managing and maintaining the programmed starting scheme;
the index issuing unit is used for issuing the orderly power utilization special responsibility and generating early warning information after the orderly power utilization starting application and verification pass;
the execution plan unit is used for compiling a daily execution plan according to the ordered power utilization indexes; the execution planning unit includes: the system comprises a scheme participation user selection module, an activity management module and a scheme approval module, wherein the scheme participation user selection module is used for selecting specific activity time and participation users for annual plans which pass approval; the activity management module is used for managing activities generated according to the ordered electricity utilization annual plan; the scheme approval module is used for approving the submitted activities, and the activities can be issued after approval is passed, so that the orderly power utilization enterprises can participate in the activities;
the execution monitoring unit is used for updating the number of users participating in the orderly power utilization, the number of interruptible users and the load in real time; the execution monitoring unit includes: the system comprises a provincial execution plan monitoring module, a prefecture execution plan monitoring module, a county company user execution plan monitoring module and a county company execution plan monitoring module, wherein the provincial execution plan monitoring module and the prefecture execution plan monitoring module are used for updating the number of users participating in ordered power utilization, the number of interruptible users and loads in real time; the county company user execution plan monitoring module and the county company execution plan monitoring module are used for monitoring a real-time load curve of an execution user in the ordered power utilization execution process and comparing the real-time load curve with a baseline load; counting a list of users with unreduced loads; sending execution notice and alarm to the user without load reduction; the electricity inspection personnel supervise the site of the user with the load not reduced; directly sending a control instruction to a demand side management terminal under a specific condition, or sending a control request to a negative control system, and sending the control instruction to the negative control terminal or a charge control terminal by the negative control system to realize remote control;
the assessment evaluation unit is used for assessing the ordered power utilization scheme, the preparation work before the ordered power utilization execution, the ordered power utilization execution process and the ordered power utilization execution result to form an ordered power utilization evaluation system; the assessment evaluation unit comprises: the system comprises an evaluation index management module and an orderly power utilization scheme evaluation module, wherein the evaluation index management module is used for carrying out unified management on orderly power utilization evaluation indexes, and a user can add an evaluation scheme, add evaluation indexes and scoring information and carry out newly-added maintenance on the indexes; and the orderly power utilization scheme evaluation module is used for evaluating the rationality and effectiveness of orderly power utilization schemes compiled by a higher level and a lower level.

the orderly power utilization index comprises: the method comprises the steps of compiling time, compiling personnel, compiling units, years, ordered electricity utilization index information numbers, ordered electricity utilization indexes of the years and early warning indexes.
