s2, erecting concrete supports beside the two sides of the road;
s3, paving concrete on the road to form a retarding soil layer;
s4, spraying water at intervals on the concrete layer until the concrete layer is hardened;
s5, paving rubber asphalt on the concrete layer to form a rubber asphalt layer;
s6, leveling or repairing the rubber asphalt layer by using a crack pouring device; the seam filling device comprises a horizontally placed bottom plate (1) and a stirring barrel (2) fixedly connected to the bottom plate (1), universal wheels (11) are fixedly connected to the bottom of the bottom plate (1), a water tank (12) and a water suction pump (13) are fixedly connected to the bottom plate (1), the water inlet end of the water suction pump (13) is fixedly connected with the water tank (12) through a water pipe (14), the water outlet end of the water suction pump (13) is fixedly connected with the stirring barrel (2) through a water pipe (14), and a switch component (6) for opening and closing the water pipe (14) is installed on the water pipe (14); the stirring device is characterized in that a stirring part (3) is installed in the stirring barrel (2), a cleaning part (4) for cleaning the inner wall of the stirring barrel (2) is installed in the stirring barrel (2), and the cleaning part (4) comprises a reciprocating screw rod (41) rotatably installed on the inner bottom surface of the stirring barrel (2) and a scraping ring (42) which is sleeved on the reciprocating screw rod (41) in a threaded manner; the reciprocating screw rod (41) is vertically arranged, and the top end of the reciprocating screw rod (41) penetrates through the outer side of the stirring barrel (2); the outer peripheral surface of the scraping ring (42) is in contact with the inner peripheral surface of the stirring barrel (2).

The municipal road construction process according to claim 3, wherein: an installation cavity (23) is integrally formed in the side wall of the top of the stirring barrel (2), the connecting rod (51) slides to penetrate through the installation cavity (23), a non-slip mat (55) is fixedly connected to the connecting rod (51), and the side wall of the non-slip mat (55) is in contact with the inner wall of the installation cavity (23).
