Detailed Description
Reference will now be made in detail to embodiments of the present invention, examples of which are illustrated in the accompanying drawings, wherein like or similar reference numerals refer to the same or similar elements or elements having the same or similar function throughout. The embodiments described below with reference to the accompanying drawings are illustrative only for the purpose of explaining the present invention, and are not to be construed as limiting the present invention.
These and other aspects of embodiments of the invention will be apparent with reference to the following description and attached drawings. In the description and drawings, particular embodiments of the invention have been disclosed in detail as being indicative of some of the ways in which the principles of the embodiments of the invention may be practiced, but it is understood that the scope of the embodiments of the invention is not limited correspondingly. On the contrary, the embodiments of the invention include all changes, modifications and equivalents coming within the spirit and terms of the claims appended hereto.
The land space monitoring method in the embodiment of the invention is applied to a land space monitoring system, and the system can give an early warning on the unearthed registration service of each region in real time on the basis of real estate registration data reported by each region, can visually and effectively show the unearthed registration condition of each region, and has a real estate registration information comprehensive display function and a real estate registration information monitoring and early warning function. The land space monitoring and early warning system can monitor the registration service of the real estate registration information management basic platform of a plurality of regions, for example, the registration service of the real estate registration information management basic platform of each region in the province is monitored by taking the province as a unit. In specific implementation, a provincial real estate registration information management basic platform can be established for each provincial unit, and registration services of the real estate registration information management basic platform in each region are monitored through a land space monitoring system arranged in the provincial real estate registration information management basic platform.
Referring to fig. 1, a land space monitoring and warning method according to a first embodiment of the present invention includes steps S11-S15.
Step S11, obtaining the registration information of each parcel to be checked, which is reported by the real estate registration information management basic platform of each area, wherein the registration information comprises the attribute information and the space coordinate information of the parcel to be checked.
The method in the embodiment is applied to a land space monitoring system which monitors information registered by a real estate registration information management base platform in a plurality of regions in a province, for example, in units of the province.
And the registration information of each plot, which is reported by the real estate registration information management basic platform of each region, is the land where the real estate is located, and comprises the attribute information and the space coordinate information of the plot to be checked. The attribute information includes, for example, right information, right type, land use, sitting, land area, land use condition, and the like. The information of the right holder includes the name, identification number, etc. of the right holder, and the information of the use condition is, for example, the condition of sealing, the condition of mortgage, etc. In specific implementation, the land space monitoring system receives city and county level real estate registration data through a land resource service network by using a data receiving system.
And step S12, generating the layer to be audited according to the registration information.
And after the registration information is acquired, establishing a layer marking the to-be-audited plot according to the spatial coordinate of the audited plot, and adding corresponding attribute information. The specific implementation mode for generating the layer to be checked is as follows:
mapping the space coordinates of the land parcel to be audited to a blank layer, and performing connection processing to form a closed surface;
and adding attribute information corresponding to the closed surface in the blank layer, thereby forming a layer to be checked corresponding to the land parcel to be checked.
Step S13, determining the registration type of the registration information, inquiring a land space distribution map corresponding to the registration type from a plurality of preset land space distribution maps, and taking the corresponding land space distribution map as a standard land space distribution map.
The real estate registration information management base platform of each party registers various data types, for example, including mortgage registration, seal registration, unregistering, correction registration, disagreement registration, notice registration, and the like. The process to be checked and the information to be checked are different for each registration type, so that a corresponding land space distribution map is respectively set for each registration type, and the information contained in the land space distribution map layers corresponding to different registration types is different.
And step S14, performing superposition analysis on the map layer to be audited and the standard land space distribution map by using a space superposition analysis method to determine whether the registration information of the land block to be audited conflicts with the land information in the standard land space distribution map.
The standard land space distribution map may be in the form of a map that incorporates information about each plot of a region (e.g., a province). The regional graphs of the plots are planned in the spatial distribution map layer, land information is correspondingly arranged on each regional graph, and the spatial coordinates of the regional graphs of the plots and the land information of the plots in the spatial distribution map layer are stored in a related mode. And determining whether the registration information of the plot to be audited meets the requirement or not according to the land information.
The land information includes, for example, current land utilization information and construction land control information of a land parcel, and collective construction land information. The present land use information is used to indicate the use of land, such as paddy fields, forests, lawns, villages, highways, cities, and the like. The construction site regulatory information includes, for example, construction-permitted sites, conditional construction sites, construction-restricted sites, construction-prohibited sites, and government-defined site policies and other restrictions and requirements.
During specific implementation, the GIS space superposition analysis service can be used for carrying out superposition analysis on the generated map layer to be verified and the land space distribution map in real time, so that whether the registration information of the land block to be verified conflicts with the land information in the standard land space distribution map is determined.
And step S15, when the registration information of the plots to be audited conflicts with the land information in the standard land space distribution map, sending out an early warning prompt to prompt that the registration information of the plots to be audited does not meet the requirements.
And when the registration information of the plot to be audited is judged to be in conflict with the land information in the standard land space distribution map, sending out an early warning prompt. The specific early warning prompting method comprises the following steps:
performing carousel display on the plot identification information of the to-be-audited plot which does not meet the requirement in the current display interface;
and/or displaying the identification information of the land parcel to be audited which does not meet the requirement in the form of a chart;
and/or highlighting the land parcel to be audited which does not meet the requirement in the layer to be audited.
The display interface of the land space monitoring and early warning system can display the identification information of the land parcel to be audited which does not meet the requirement in a rotating manner in real time, and the identification information is used for a user to identify the land parcel to be audited, such as the real-estate property number of the land parcel to be audited.
In this embodiment, on the basis of the registration information reported by the real estate registration information management base platform in each area within a certain area range, a spatial superposition analysis method is used to determine whether the registration information meets the requirements, and an early warning is performed. The real estate registration condition of each place can be visually and effectively displayed, and the land parcels with registration information which is not in line with the requirements are pre-warned. Therefore, the collective land registration of the real estate of each region is promoted to be timely, effectively and normatively carried out, and whether the land collection work is in compliance or not can be reversely verified.
In a possible embodiment, the land space monitoring and early warning system can also count the land parcels to be audited, in which the illegal registration is monitored, and make a chart so that a user can clearly see the illegal registration condition of each region. Or, the land space monitoring pre-system can highlight the corresponding positions of the land parcels to be audited which do not meet the registration requirements in a land distribution map.
The land space monitoring and early warning system can acquire the information of the land blocks to be audited reported by the real estate registration information management base platform of each region in real time and detect the layers to be audited generated in real time. In specific implementation, if the registration information of the to-be-audited land blocks reported by the real estate registration information management base platform of multiple places is obtained at the same time at the current moment, a corresponding to-be-audited layer can be generated for each to-be-audited land block, and the registration information of multiple to-be-audited land blocks obtained at the same time can be formed in the same to-be-audited layer for superposition analysis.
In a possible embodiment, in order to reduce the computation of the land space monitoring and early warning system, a to-be-audited map layer can be generated according to the registration information of each to-be-audited land block reported in a certain time interval, and then superposition analysis is performed; or, when the registration information of the land blocks to be audited reported from each place reaches a certain number, generating a layer to be audited from the registration information of each land block to be audited, and performing superposition analysis.
Further, in a possible embodiment, in order to improve the auditing efficiency, the step of determining the registration type of the registration information and querying a land space distribution map corresponding to the registration type from a plurality of preset land space distribution maps further includes:
respectively acquiring remote sensing images corresponding to the regions, and respectively identifying the remote sensing images to determine water area regions in the remote sensing images;
performing superposition analysis on the layer to be audited and each remote sensing image respectively to determine whether the plot to be audited in the layer to be audited is covered to the water area;
if not, determining the registration type of the registration information, and inquiring a land space distribution map corresponding to the registration type from a plurality of preset land space distribution maps.
In specific implementation, a remote sensing image can be correspondingly set for each region, and the remote sensing image is an image updated in real time according to the actual region condition. And when the registration information of the plot to be checked of a certain region is acquired, generating a corresponding image to be checked according to the plot to be checked of the region. And inquiring the remote sensing image corresponding to the area, and carrying out image analysis to determine the water area in the remote sensing image. And performing superposition analysis on the generated layer to be audited and the remote sensing image, and determining whether the plot to be audited in the layer to be audited is covered to the water area. And if the registration information of the plots to be audited in the plurality of areas is acquired simultaneously, inquiring the remote sensing images corresponding to the areas, and sequentially entering and exiting the layers to be audited and the remote sensing images for superposition analysis so as to determine whether the plots to be audited in the areas cover the water area or not. Whether the plot to be audited is covered on the water area can be preliminarily judged through the step, if not, the next step is carried out, and if yes, early warning is carried out.
Referring to fig. 2, a land space monitoring and warning method according to a second embodiment of the present invention includes steps S21-S29.
Step S21, obtaining registration information of each to-be-audited plot reported by a real estate registration information management basic platform of each region, and generating a to-be-audited map layer according to the registration information, wherein the registration information comprises attribute information and space coordinate information of the to-be-audited plot.
And step S22, mapping the space coordinates of the to-be-audited land parcel to a blank layer, performing connection processing to form a closed surface, and adding attribute information corresponding to the closed surface to the blank layer, so as to form the to-be-audited layer corresponding to the to-be-audited land parcel.
Step S23, determining the corresponding registration type according to the registration information, and when the registration type is mortgage registration, acquiring a first land space distribution layer from the first system platform and a second land space distribution layer from the second system platform. The first land spatial distribution map layer comprises spatial coordinate information of each land parcel, current land utilization information and construction land control information of each land parcel, and the second land spatial distribution information comprises spatial coordinate information of each land parcel and collective construction land information.
The real estate registration information management base platform of each party registers various data types, for example, including mortgage registration, seal registration, unregistering, correction registration, disagreement registration, notice registration, and the like. The mortgage fund registration requires more information to be checked, which relates to dispute matters and is complex to monitor, so that the monitoring and early warning are only performed on the information of the mortgage registration type in the embodiment. The registration information reported by each place also comprises registration type information, and the information type reported can be determined according to the registration type information. The registration information of the mortgage registration class generally needs to be checked by multiple parties, so that the corresponding land space distribution map can be obtained by integrating land space distribution map layers obtained from a plurality of platforms. For example, a first land spatial distribution map layer is obtained from a first system platform, and a second land spatial distribution map layer is obtained from a second system platform. The first system platform and the second system platform are system platforms of different supervision departments, and the first system platform is, for example, an ArcGIS (geographic information System) map platform and is used for managing the land utilization status information and the construction land control information of each land parcel. The second system platform is, for example, a supermap application platform, and is used for managing collective construction land information of each land parcel. The land space supervision system in this embodiment is docked with the first platform and the second platform and performs data exchange.
Step S24, converting the first land space distribution layer and the second land space distribution layer into a unified coordinate format, and overlapping to form a standard land space distribution map.
Generally speaking, the spatial coordinate formats of the layers in different platforms are different, and therefore, the first land spatial distribution layer and the second land spatial distribution layer need to be converted into a unified coordinate format, and then the two layers are subjected to superposition processing to form the standard land spatial distribution map.
Specifically, the step of forming the standard land spatial distribution map by superposing the first land spatial distribution map layer and the second land spatial distribution map layer includes:
searching a corresponding land block in the second land spatial distribution layer according to the spatial coordinate information of each land block in the first land spatial distribution layer;
and adding the land utilization current situation information and the construction land control information of each land block in the first land spatial distribution layer into the second land spatial distribution layer, associating the land utilization current situation information and the construction land control information with the corresponding land block, and determining the second land spatial distribution layer after information is added as the standard land spatial distribution map.
It can be understood that in another embodiment of the invention, the land space monitoring and early warning system can adopt a common rest map service standard to stack layers of different platforms together for data analysis.
And step S25, inquiring a target land block corresponding to the space coordinate information of the land block to be checked in the standard land space distribution map.
Step S26, comparing the area pattern of the to-be-inspected land parcel in the to-be-inspected layer with the area pattern of the target land parcel to determine whether the area pattern of the to-be-inspected land parcel conflicts with the area pattern of the target land parcel, and if yes, executing step S27.
And specifically comparing whether the area graph of the to-be-inspected land parcel in the to-be-inspected layer is consistent with the area image of the target land parcel (such as whether the shape and the area are consistent) or not, and if not, indicating that the area image of the to-be-inspected land parcel is in conflict with the area image of the target land parcel.
And step S27, when the area graph of the plot to be audited conflicts with the area graph of the target plot, inquiring land information corresponding to the target plot.
It should be noted that the land information of the standard land space distribution map includes current land utilization information, construction land control information, and collective construction land information.
And step S28, comparing the attribute information of the land parcel to be audited with the land information corresponding to the target land parcel to determine whether the attribute information of the land parcel to be audited conflicts with the land information of the target land parcel. If yes, go to step S29.
Further, the collective construction land information includes authorized person information and land area of each land parcel, the construction land control information includes mortgage type and authorized person blacklist, and the step of comparing the attribute information of the land parcel to be audited with the land information corresponding to the target land parcel to determine whether the attribute information of the land parcel to be audited conflicts with the land information of the target land parcel comprises:
comparing the attribute information of the land parcel to be checked with land information corresponding to the target land parcel to judge whether the attribute information of the land parcel to be checked meets any one of preset conditions, if so, determining that the attribute information of the land parcel to be checked conflicts with the land information of the standard land space distribution diagram, wherein the preset conditions comprise:
the authorized person of the plot to be audited is inconsistent with the authorized person of the target plot;
the land area of the land parcel to be audited is not consistent with the land area of the target land parcel;
the current use situation of the plot to be audited is inconsistent with the current use situation information of the target plot;
