the project information module (1) is used for acquiring project basic information, project overview, supervision range and engineering characteristics and creating project items according to the project basic information;
the project ranking module (2) comprises a supervision information acquisition unit, a deduction unit and a ranking unit; the information acquisition unit is used for acquiring supervision data of each project; the deduction unit is used for recording the receiving time of each supervision data and timing to obtain a reported neutral position timing value; the system is used for judging whether the reporting neutral position timing value exceeds a preset reporting period limit value or not, if so, deduction processing is carried out according to a preset deduction rule, and a deduction value is obtained; the ranking unit is used for accumulating the deduction values of all the items in a preset time period T1 and sequencing all the item items according to the total deduction values to obtain a ranking table of a period T1; and the number of the first and second groups,
