A method for emergency medical material financing using the apparatus as claimed in any one of claims 1 to 6, characterized by the steps of: the management personnel sends a material financing instruction to the main controller through the input module and the first communication module; the data receiving submodule of the main controller receives an instruction and then sends the instruction to the material financing module through the second communication module; a third communication module of the material financing module receives the instruction sent by the controller and starts emergency material financing; the information resource library submodule retrieves the manufacturer information, the supplier information, the logistics distribution enterprise information, the combat readiness and reserve unit information and the donation receiving public service organization information to form various channels, distance and logistics transportation information for acquiring materials; meanwhile, the purchase history library submodule retrieves the historical purchase information of the hospital, the historical purchase information of the local government and the purchase information of the large-scale e-commerce platform to form the path and price information of material financing; the retrieval information of the information resource library submodule and the historical purchasing library submodule is sent to the main controller through the third communication module; and the second communication module of the main controller receives the retrieval information, and the retrieval information is processed by the expert database submodule and the identification decision submodule to form a decision suggestion of combination of emergency purchase, war reserve calling, donation material coordination or any financing form and send the decision suggestion to the alarm display submodule, so that managers can make emergency material financing decisions.

The method of claim 7, characterized by the steps of: storing protection standards, protection material use regulations and initial cardinality of claiming materials of different departments, different posts and different personnel in the sub-controller; the material requisition and allocation submodule receives material requisition and allocation information of a using department and sends the material requisition and allocation information to the sub-controller; the sub-controller checks the standards and the quantity of materials applied by departments, and if the standards are met and the protection standards are not more than the claiming base number, the sub-controller sends claiming and allocation information of materials applied by departments to the in-out sub-module to finish delivery and delivery; if the safety information does not meet the protection standard or exceeds the claim base number, the sub-controller feeds back the auditing information to the application department through the claim deployment sub-module; and the application department applies for the re-application after modifying.

The method according to claim 7, characterized by the steps of: storing protection standards, protection material use regulations and initial cardinality of claiming materials of different departments, different posts and different personnel in the sub-controller; the management personnel sends temporary material allocation instructions to the main controller through the input module and the first communication module according to material allocation requirements such as temporary task group extraction and the like; the data receiving submodule of the main controller receives a material allocation instruction sent by the first communication module and then sends the material allocation instruction to the use management module through the fourth communication module; a fifth communication module of the use management module receives the instruction sent by the fourth communication module and then sends the instruction to the sub-controller; and the sub-controller receives the material allocation instruction and then sends the material allocation instruction to the in-out sub-module to finish the delivery of the materials.
