If the digital watermark exists, the system extracts the relevant information of the certification material according to the algorithm and automatically files the information to the position of the corresponding case, and the labor of manual filing is completely replaced.
The watermark extraction and detection process is the inverse of the watermark embedding process, and as shown in fig. 5, the watermark is accurately extracted from the watermarking system, which is called watermark extraction. Typically the first step of watermark detection is watermark extraction followed by watermark decision. A common practice for watermark decision is correlation detection. The result of the watermark detection depends on a threshold value, and when the result of the correlation detection exceeds this threshold value, a conclusion is drawn that the watermark is specified.
In specific implementation, as shown in fig. 6, the self-service terminal 21 further includes a filing document locker 23 for receiving paper materials, the filing document locker 23 includes a first electric control lock 231 for controlling opening and closing of a cabinet door, and the first electric control lock 231 is connected to the filing main control module 215, so that the filing main control module can open the first electric control lock 231 according to the submission result of the submission option, and a clerk can store the paper materials of the filing into the filing document locker; the filing document locker 23 further comprises a picking information verification module 232 for verifying picking information and opening the first electric control lock 231, so that a worker can conveniently collect paper data of the filing from the filing document locker.
In implementation, the pickup information verification module 232 includes a numeric keypad for inputting a pickup code, a fingerprint identification module for identifying a fingerprint of a court officer, and a card reader module for identifying an IC card of the court officer.
In practice, as shown in fig. 7, the system further includes an auxiliary service system 3 for processing the records; the settlement auxiliary service system 3 comprises an electronic document making terminal 31 for making the settlement paper documents numbered and arranged according to the settlement document sequence into electronic documents, and a document handing-over device 32 for handing over the paper documents; the electronic document making terminal 31 comprises an automatic manuscript feeding scanner 311 for scanning paper documents, an answer coding module 312 for carrying out answer coding on the scanned electronic documents according to the serial numbers of the paper documents, and an answer main control module 313 for uploading the electronic documents subjected to answer coding to the data management center 1; the document transfer device 32 comprises an end case file temporary storage cabinet 321 for temporarily storing end case paper files, a temporary storage cabinet main control module 322 for opening a second electric control lock for controlling the opening and locking of a cabinet door on the end case file temporary storage cabinet 321, a monitoring module 323 for recording picture information of picking and placing end case paper files, and an input device 324 for inputting case information and pickup information of the end case paper files, wherein the pickup information comprises a mobile phone number for receiving short messages and a pickup verification code, and a short message gateway module for sending pickup short messages is integrated on the temporary storage cabinet main control module 322.
After a case is settled, new case data can still be generated in an examination stage, the newly generated case data cannot be scanned in time to manufacture an electronic document before the case is settled, in addition, after the case is settled, all the case data need to be sorted and numbered according to the sequence of the case files, by adopting the system, after the case is settled, all the case paper files (including files submitted during the case settlement) are numbered according to the sequence, then the files are rapidly scanned through an automatic manuscript entering scanner, then the case coding module is sent to carry out case coding according to the number of the case paper files, and then the electronic document after the case coding is uploaded to a data management center through a case settling main control module to be filed. Therefore, the filing paper file is firstly sorted and then uniformly scanned and uploaded, so that the working strength can be reduced, and the efficiency is improved. On the other hand, when the case paper files are handed over again, when a depositor inputs case information of the case paper files and a mobile phone number in pickup person information, the temporary storage cabinet main control module opens a cabinet door of an empty cabinet of the temporary storage cabinet of the case paper files, the depositor puts the case paper files into the empty cabinet and locks a cabinet door, the temporary storage cabinet main control module sends pickup short messages and pickup verification codes to the mobile phone number of a pickup person through the short message gateway module, after the pickup person inputs the pickup verification codes, the temporary storage cabinet main control module opens a corresponding cabinet door, and the pickup person picks up the case paper files.
In implementation, the temporary storage cabinet main control module 322 is connected to the data management center 1, and the data management center 1 further includes an identity information storage module 17 for storing identity information of personnel related to handing over a paper document; the document transfer device 32 further includes an identity information identification module 325 connected to the main control module 322 of the temporary storage cabinet, and the identity information identification module 325 includes a fingerprint identification unit for identifying fingerprint information, and/or a card reader module for reading information of an IC card, and/or a second-generation identity card scanner for acquiring information of an identity card.
Therefore, double verification can be carried out by utilizing the identity information identification module when the final paper file is deposited and the final paper file is taken, so that the loss of the final paper file is effectively avoided.
In implementation, each cabinet body of the filing file temporary storage cabinet 321 is provided with an infrared correlation sensor for detecting whether to store a file, and the infrared correlation sensor is connected with the temporary storage cabinet main control module 322; the document transfer device 32 further comprises a speaker 326 connected with the temporary storage cabinet main control module 322, and when the cabinet door is closed, a voice prompt for whether a file is put in or taken out is sent according to a detection result of the infrared correlation sensor.
Therefore, the situation that the depositor forgets to put the final paper file or the taker forgets to take the final paper file away can be avoided.
During implementation, the bottom of each cabinet body of the filing file temporary storage cabinet 321 is provided with a pressure sensor for detecting whether to store files, and the pressure sensor is connected with the temporary storage cabinet main control module 322.
Therefore, the pressure sensor and the infrared correlation sensor form a double detection system, so that false alarm caused by damage of any one sensor can be avoided, and the accuracy of the system is improved.
In implementation, the document transfer device 32 further includes a weighing and packaging machine 327 connected to the temporary storage cabinet main control module 322, and is configured to weigh, bind and package the filing paper document to be placed in the filing file temporary storage cabinet 321, and upload the filing paper document to the data management center 1 through the temporary storage cabinet main control module 322; the data management center 1 further comprises a weight storage module 18 for storing weighing data of the record paper file and record information, so that the weighing data record of the record can be conveniently inquired through the record information.
After the final paper file is handed over through the document handing-over device, once the file is lost, the weight of the final paper file is bound to change greatly, the final paper file placed into the final file temporary storage cabinet at each time is weighed and packaged through the weighing and packaging machine, the weight change of the same file in the handing-over process can be tracked, and therefore the situation that whether the file is lost or not is preliminarily judged by a depositor or a pickup.
In implementation, the final control module 313 is connected to the digital watermark encryption module 41, and sends the image after final encoding to the watermark generation unit 411, and makes a digital watermark according to the final encoding, and then embeds the digital watermark and the secret key on the image by the watermark embedding unit 412 and sends them to the data management center 1.
After the scheme is finalized, all documents are fixed, so that all documents are scanned and filed according to the scheme coding for convenient unified management, and the digital file management is convenient.

the data acquisition module (211) is used for acquiring the filed case data information and comprises a file scanning unit for scanning and inputting paper data and a form filling unit for filling a preset form;
the watermark encryption system (4) comprises a digital watermark encryption module (41) and a watermark decryption verification module (42); the digital watermark encryption module (41) is used for acquiring the scheme information acquired by the data acquisition module (211) and making a watermark image and sending the watermark image to the data management center (1);
the printing module (217) is used for printing the watermark image of the appointed scheme material information into a paper file;
the watermark decryption verification module (42) is used for acquiring the scanned image of the file scanning unit, performing watermark identification and verification on the scanned image, and sending the image passing the watermark identification and verification to the data management center (1); and sending the image without the identified watermark to a digital watermark encryption module (41), making a watermark image and sending the watermark image to the data management center (1).

The system for safely making and managing legal documents according to claim 1, wherein the self-service terminal (21) further comprises a case setting coding module (212) and a case setting main control module (215), wherein the case setting coding module (212) is used for coding the collected case setting information, and the coded content comprises the type and the serial number of each piece of case setting information and the case number to which the case setting information belongs; the scheme main control module (215) is used for uploading the encoded scheme information to the data management center (1) and acquiring the scheme information or the system data from the data management center (1).

the image acquisition unit (421) is used for acquiring the scanned image of the file scanning unit and sending the scanned image into the watermark identification unit (422);
the watermark identification unit (422) is used for carrying out watermark identification on the acquired image, sending the image with the identified watermark to the watermark extraction and verification unit (423), and sending the image without the identified watermark to the scheme coding module (212) for coding;
the watermark extraction and verification unit (423) is used for extracting the watermark in the image, verifying the watermark and sending the image with the verified watermark to the data management center (1).
