the target user determining module 603 is configured to determine a target neighboring cell in the current balancing process according to a load condition of a same-coverage neighboring cell if it is determined that the load of the local cell is greater than the threshold, and calculate a target user needing balancing according to the load condition of the target neighboring cell;
the load balancing module 604 is configured to filter the target user according to a load balancing user selection policy configured by the base station and the periodic MR data, generate a candidate list of balanced users, and sequentially perform load balancing on the users in the candidate list;
the periodic MR data is obtained by the terminal according to the period configured in the periodic MR measurement and control message and the measurement frequency point;
the reconfiguration message is a message sent by the base station to the terminal.
Specifically, if the message configuration module 601 judges that the measurement switch of the periodic measurement report MR is turned on, the periodic MR measurement and control message is configured for the terminal according to the reconfiguration message; the level value recording module 602 receives periodic MR data reported by the terminal according to the period configured in the periodic MR measurement and control message and the measurement frequency point, and records the level value of the cell in the periodic MR data into the context of the terminal; if the target user determining module 603 determines that the load of the cell is greater than the threshold, determining a target neighboring cell in the current balancing process according to the load condition of the same-coverage neighboring cell, and calculating to obtain a target user needing balancing according to the load condition of the target neighboring cell; the load balancing module 604 filters the target user according to the load balancing user selection policy configured by the base station and the periodic MR data, generates a candidate list of balanced users, and sequentially performs load balancing on the users in the candidate list.
According to the embodiment, the base station records periodic measurement report data, so that the central user can be selected more effectively, the effect of load balancing is achieved, the situation that high load occurs in the adjacent cell due to balancing is reduced, the number of times that the user repeatedly performs balancing among the cells in the network is reduced, and the use efficiency of the user is improved.
Further, on the basis of the above embodiment of the apparatus, the apparatus further comprises:
and the level value updating module is used for updating the level value of the cell in the periodic MR data reported again by the terminal to the level value in the context of the terminal if the periodic MR data reported again by the terminal.
Further, on the basis of the above device embodiment, the load balancing user selection policy includes any combination of the following: whether the base station is configured with a QoS scale value QCI for prohibiting equalization, whether a corresponding scene is selected according to the set prohibited QCI value, whether the base station is configured with a CA user prohibiting equalization carrier aggregation, filtering users configured with auxiliary carriers, filtering the users according to a position selection switch, and whether the number of the selected users is larger than or equal to the number of the target users.
Further, on the basis of the above apparatus embodiment, the load balancing module is specifically configured to:
screening the target user according to a load balancing user selection strategy configured by a base station and the periodic MR data to generate a candidate list of balancing users, sorting the candidate list according to a QoS scale value QCI priority, a physical resource block PRB occupancy rate and a reference signal received power RSRP level value, and sequentially carrying out load balancing on the users in the sorted candidate list.
Further, on the basis of the above embodiment of the apparatus, the apparatus further comprises:
the first judgment module is used for estimating the PRB occupancy of the user in the candidate list, if the sum of the PRB occupancy of the user in the candidate list and the PRB occupancy of the current neighbor cell is greater than or equal to a PRB load threshold of the neighbor cell, determining that the user in the candidate list can cause the high downlink load of the neighbor cell after entering the neighbor cell in a balanced manner, and otherwise determining that the user in the candidate list cannot cause the high downlink load of the neighbor cell after entering the neighbor cell in a balanced manner;
and the second judgment module is used for estimating the uplink PRB occupation amount of the user in the candidate list, if the sum of the uplink PRB occupation amount of the user in the candidate list and the current neighbor uplink PRB occupation amount is more than or equal to a neighbor uplink PRB load threshold, determining that the uplink high load of the neighbor can be caused after the user in the candidate list is balanced into the neighbor, and otherwise, determining that the uplink high load of the neighbor cannot be caused after the user in the candidate list is balanced into the neighbor.
The load balancing apparatus based on the periodic measurement report according to this embodiment may be used to implement the method embodiments, and the principle and the technical effect are similar, which are not described herein again.

Claims (10)

1. A load balancing method based on periodic measurement reports is characterized by comprising the following steps:
if the base station judges that the measurement switch of the periodic measurement report MR is turned on, configuring a periodic MR measurement and control message to the terminal according to the reconfiguration message;
receiving periodic MR data reported by the terminal, and recording the level value of the local cell in the periodic MR data into the context of the terminal;
if the load of the cell is judged and known to be larger than the threshold value, determining a target neighbor cell of the balancing process according to the load condition of the same-coverage neighbor cell, and calculating to obtain a target user needing balancing according to the load condition of the target neighbor cell;
screening the target user according to a load balancing user selection strategy configured by a base station and the periodic MR data to generate a candidate list of balancing users, and sequentially carrying out load balancing on the users in the candidate list;
and the periodic MR data is obtained by processing the terminal according to the period configured in the periodic MR measurement and control message and the measurement frequency point.
2. The method according to claim 1, wherein after receiving the periodic MR data reported by the terminal and recording the level value of the local cell in the periodic MR data into the context of the terminal, the method further comprises:
and if the terminal reports the periodic MR data again, updating the level value of the cell in the periodic MR data reported again by the terminal to the level value in the context of the terminal.

The method of claim 1, wherein the load balancing user selection policy comprises any combination of: whether the base station is configured with a QoS (quality of service) scale value QCI (quality of service) for prohibiting equalization, selecting a corresponding scene according to the set prohibited QCI value, whether the base station is configured with a CA (Carrier aggregation) user prohibiting equalization, filtering users configured with auxiliary carriers, filtering the users according to a position selection switch, and whether the number of the selected users is more than or equal to the number of the target users.
4. The method according to claim 1, wherein the screening the target user according to the load balancing user selection policy configured by the base station and the periodic MR data to generate a candidate list of balanced users, and sequentially performing load balancing on the users in the candidate list comprises:
screening the target user according to a load balancing user selection strategy configured by a base station and the periodic MR data to generate a candidate list of balancing users, sorting the candidate list according to a QoS scale value QCI priority, a physical resource block PRB occupancy rate and a reference signal received power RSRP level value, and sequentially carrying out load balancing on the users in the sorted candidate list.
5. The method according to any one of claims 1 to 4, wherein the determining a target neighboring cell in the current balancing process according to the load condition of the same-coverage neighboring cell, and calculating to obtain a target user needing balancing according to the load condition of the target neighboring cell specifically includes:
and sequencing according to the load conditions of the same-coverage adjacent cells from low to high, selecting the previous preset number of same-coverage adjacent cells as target adjacent cells of the balancing process, and calculating according to the load conditions of the target adjacent cells to obtain the target user needing balancing.
6. The method according to any one of claims 1-4, further comprising:
estimating the PRB occupancy of the user in the candidate list, if the sum of the PRB occupancy of the user in the candidate list and the current PRB occupancy of the neighbor cell is greater than or equal to the PRB load threshold of the neighbor cell, determining that the user in the candidate list can cause high downlink load of the neighbor cell after being balanced into the neighbor cell, or else determining that the user in the candidate list cannot cause high downlink load of the neighbor cell after being balanced into the neighbor cell;
and estimating the uplink PRB occupation amount of the users in the candidate list, if the sum of the uplink PRB occupation amount of the users in the candidate list and the current neighbor uplink PRB occupation amount is more than or equal to a neighbor uplink PRB load threshold, determining that the uplink high load of the neighbor can be caused after the users in the candidate list enter the neighbor in a balanced manner, and otherwise determining that the uplink high load of the neighbor cannot be caused after the users in the candidate list enter the neighbor in a balanced manner.
7. A load balancing apparatus based on periodic measurement reports, comprising:
the message configuration module is used for configuring a periodic measurement report MR measurement and control message to the terminal according to the reconfiguration message if the measurement switch of the MR is judged to be turned on;
the level value recording module is used for receiving periodic MR data reported by the terminal and recording the level value of the local cell in the periodic MR data into the context of the terminal;
the target user determining module is used for determining a target neighbor cell in the balancing process according to the load condition of the same coverage neighbor cell if the load of the cell is judged and known to be larger than the threshold value, and calculating to obtain the target user needing balancing according to the load condition of the target neighbor cell;
the load balancing module is used for screening the target user according to a load balancing user selection strategy configured by the base station and the periodic MR data, generating a candidate list of balanced users and sequentially carrying out load balancing on the users in the candidate list;
and the periodic MR data is obtained by processing the terminal according to the period configured in the periodic MR measurement and control message and the measurement frequency point.
8. The apparatus of claim 7, further comprising:
and the level value updating module is used for updating the level value of the cell in the periodic MR data reported again by the terminal to the level value in the context of the terminal if the periodic MR data reported again by the terminal.
9. An electronic device, comprising:
at least one processor; and
at least one memory communicatively coupled to the processor, wherein:
the memory stores program instructions executable by the processor, the processor invoking the program instructions to perform the method of any of claims 1 to 6.
10. A non-transitory computer-readable storage medium storing a computer program that causes a computer to perform the method according to any one of claims 1 to 6.
