The tipping paper conveying device according to claim 3, characterized by further comprising a tension measuring device for detecting tension of the tipping paper (1) and sending tension information to the control device, wherein the tension measuring device and the front paper-guiding roller (3) are respectively electrically connected with the control device, and the control device is used for controlling the rotating speed of the front paper-guiding roller (3) according to the tension information.

The tipping paper conveying device according to claim 4, characterized in that the tension measuring device comprises a moment measuring device, a connecting rod (7), and a measuring roller (6) for fitting with the tipping paper (1), wherein one end of the connecting rod (7) is connected with the measuring roller (6) and the other end is connected with the moment measuring device.
6. Tipping paper conveying device according to claim 5, characterized in that the measuring roller (6) is arranged between the edge strip base (4) and the rear pick-up roller (8).

The tipping paper feeding device according to claim 6, characterized by further comprising a front platen roller (2) for clamping the tipping paper (1) in cooperation with the front paper-drawing roller (3), and a rear platen roller (9) for clamping the tipping paper (1) in cooperation with the rear paper-drawing roller (8).
8. A cigarette making and plug assembling machine comprising the tipping paper conveying device according to any one of claims 1 to 7.
