If the MSAN equipment is not started for the first time, the MSAN equipment is not new equipment, a service database and a number analysis table file are stored in a storage space of the MSAN equipment, and the MSAN equipment directly reads the service database and the number analysis table file and writes the service database and the number analysis table file into a memory to complete data configuration.
