step five: placing the primary treatment material obtained in the fourth step into a cylinder, adding 1.5% of degreasing agent according to the mass of the screening material obtained in the third step, running for 25min, adding 1.8% of penetrating agent, running for 30min, adding 1.5% of sodium bicarbonate, 4.2% of sodium formate and 0.6% of sodium citrate, running for 30min, adding 2.6% of dye, adding 1.5% of color fixing agent, running for 30min, adding 2% of dye, heating to 50 ℃, running for 30min, adding 1.2% of color fixing agent, running for 10min, adding 7.5% of fatting agent, running for 45min, adding 5% of sodium chloride, running for 10min, adding 1% of slipping agent, running for 40min, taking out of the cylinder, dehydrating to 55% of water content, and continuously drying to 20% of water content to obtain the fine and smooth fluff powder for flocking;
wherein, the hand feeling agent in the fourth step is weak cationic water-based hand feeling agent, and the organic solvent in the fourth step is ethanol.
2. The method for preparing the powdery fluff for electrostatic flocking with fine and smooth hand feeling by using the waste chromium-containing leather scraps as claimed in claim 1, wherein the particles are sieved by a 100-mesh sieve in the step one.

The method for preparing the powdery fluff for electrostatic flocking with fine and smooth hand feeling by using the waste chromium-containing leather scraps as claimed in claim 1, wherein the dried material obtained in the second step is allowed to stand for 95-105 days at 20-26 ℃ and 60% -70% of relative humidity.
4. The method for preparing the powdery fluff for electrostatic flocking with fine and smooth hand feeling by using the waste chromium-containing leather scraps as claimed in claim 1, wherein the sieving in the third step is 100-mesh sieving.

The method for preparing the powdery fluff for electrostatic flocking with fine and smooth hand feeling by using the waste chromium-containing leather scraps as claimed in claim 1, wherein the degreasing agent in the fifth step is a nonionic surfactant type degreasing agent; the penetrating agent is fatty alcohol-polyoxyethylene ether; the fatting agent is sulfonated natural oil, and the slipping agent is a solvent type leather slipping agent.
