A flood control and drought relief method involving building a group of extensible water retaining dams on a river. The extensible water retaining dam comprises a dam body (1), a wheel (2), a driving motor (3), a guide rail (4), a controller (5), and a water level sensor (6). When it is raining heavily in an upstream region, the water level sensor (6) at a downstream region senses that a water level rises, and transmits information to the controller (5), and the controller (5) controls the driving motor (3) to drive the water retaining dam to open to the maximum, such that flood peak waters easily pass therethrough. If the water level is still at a dangerous level when the water retaining dam in the downstream region has opened to the maximum, a water retaining dam in the heavily raining region upstream extends so as to reduce the flow of water arriving from the upstream region, thereby reducing the water level in the downstream region. After the flood peak waters pass through the downstream region, the water retaining dam in the upstream region returns to a normal degree of opening. When it is raining heavily in the downstream region, the water retaining dam in the upstream region extends to reduce the flow of water arriving from the upstream region, thereby reducing the water level in the downstream region.
