Description

一种停车收费***与方法 技术领域
本发明属于停车收费技术领域,涉及一种停车收费***与方法。
背景技术
随着城市经济的飞速发展和市民生活水平的不断提高,城市各种车辆,尤其是私家车保有量不断增长,相应的停车场建设规模也越来越大。各种停车场的兴建虽然有助于市区停车位极度紧张状况的改善,但也同时带来这些停车场的管理难题。路侧停车场管理长期以来一直面临着乱收费、违章建设、违法经营、批而不管等问题的困扰,停车收费已成为城市管理中人民群众投诉的热点之一。停车场难找、车位紧张、等位耗时、停车计时计费不准确等问题一直困扰着停车场和公众。
路侧停车或开放式公共停车场收费的手段有很多。当前使用最多的是依靠人工进行计时收费,但使用人工需要很大的人力成本,而且计时不准确,收费时容易出现争议。辅助路侧停车的收费技术目前也出现了不少,但基本还是需要有人工参与,无法做到路侧停车收费全自动化,智能化。完全基于卫星定位的停车收费方案由于卫星定位精度无法达到识别是否进入车位,并且在一些高楼林立的街区精度更是受到影响,所以会导致计费不准确或出现误收费的问题。
现有技术中,提出了一种基于北斗卫星定位的路侧停车收费***及方法,所述***包含:北斗车载智能终端,用于实时解算车辆当前位置,并根据与路侧停车位电子地图相对关系,判断车辆所处状态,并依照一定的费率计算停车费用,进而完成扣费,其中所述的状态包括:停车状态、停车姿态和驶 离状态。该方案使用北斗卫星定位的位置与电子地图中的停车位进行匹配,但是卫星定位的精度无法达到足以准确匹配到车位,从而会造成误收费,特别是在城市高楼林立的区域,由于受到遮挡,卫星定位更只能给出一个模糊的位置。
发明内容
针对现有停车收费***存在的问题,本发明的首要目的是提供一种停车收费***与方法,以准确地进行车辆车位匹配停车,计时计费准确,并使整个停车收费过程完全实现自动化。
为实现此目的,本发明提供一种停车收费***,所述的停车收费***包括智能终端,车辆检测装置以及后台***,其中:
所述的智能终端用于向所述的后台***上传包括车辆定位信息在内的需停放车辆信息,从所述的后台***接收停放车位指示;
所述的车辆检测装置用于检测车位上是否存在车辆并将此信息即时上传给所述的后台***;

示例性的本发明的停车收费***如图1-2所示,包括智能终端,车辆检测装置以及后台***服务器。
其中智能终端1是智能手机(或智能手表、智能手环、平板电脑、车 载智能终端等),属于车辆驾驶人,用户在智能终端上安装停车收费APP,并注册登记车辆信息(包括用户名、密码、手机号、车牌号、车辆类型、车辆颜色等),设定支付方式(如微信支付或支付宝支付等)。通过其上安装的APP实现如下功能:向后台***服务器上传包括车辆定位信息(经度和纬度,可以通过智能终端上的定位功能获取)在内的需停放车辆信息(如车牌号、车辆类型、车辆颜色等);从后台***服务器接收停放车位指示和停车费用信息;并向后台***服务器支付停车费用。
车辆检测装置2是安装在车位上的地磁检测装置,具有唯一识别ID,与车位编号一一对应,能够通过地磁场的变化即时检测车位上是否存在车辆并通过无线转发装置4将此信息即时上传给后台***服务器3。所述的车辆检测装置2还可以是超声波雷达、红外检测装置、地感线圈等。

示例性的本发明的停车收费方法中后台***服务器的车辆车位匹配原理如图4所示。后台***服务器将接收到的车位状态变化信息和车辆状态变化信息都放入匹配池。匹配算法持续读取匹配池中的数据尝试匹配,匹配成功后移除匹配池。若未匹配成功,直到该信息超出了设定的匹配时间阀值,该信息也将从匹配池移除。
匹配算法的匹配步骤如下:
1)根据车位的坐标查询附近范围内有无车辆停车。
2)步骤1)的结果若是无车辆停车,则适当加大范围继续查找,直到超出范围阀值(如10-50米,但不限于该值)。可根据实际的环境条件选取阀值。
3)步骤1)的结果若是有车辆停车,则比对车位被占时间与车辆静止时间是否匹配。
4)步骤3)的结果若是不匹配,则适当增大时间窗口继续匹配,直到超出时间阀值(如5-10分钟,但不限于该值)。可根据实际情况选取阀值。
5)步骤3)的结果若是匹配,则判断是否有多辆车辆与车位匹配,综合时间与位置(位置越靠近越优,时间越接近越优),得出最佳匹配结果。
根据上述实施例,可以看出,采用本发明所述的方法和***,可以准确地将车辆和车位进行匹配,对车辆停车进行准确的计时计费,并在车辆离开后自动完成停车费的收取。

  6. 根据权利要求1所述的一种停车收费***,其特征在于:所述的智能终端是智能手机、智能手表、智能手环、平板电脑或车载智能终端。
  7. 根据权利要求1至5任一项所述的一种停车收费***,其特征在于:所述的智能终端还用于在需停放车辆按指示车位停放后立即开始停车计时并在其驶离车位后立即停止停车计时。
  8. 根据权利要求7所述的一种停车收费***,其特征在于:所述的智能终端还用于从所述的后台***接收停车费用信息和支付停车费用,所述的后台***还用于在停止停车计时后向所述的智能终端发送停车费用信息并接收和记录通过所述的智能终端支付的停车费用。
  9. 一种根据权利要求1-6任一所述的***进行停车收费的方法,其特征在于包括如下步骤:
    (1)通过所述的智能终端将包括车辆定位信息在内的需停放车辆信息上传给所述的后台***;
    (2)通过所述的车辆检测装置获取车位上是否存在车辆的信息并即时上传给所述的后台***;
    (3)所述的后台***在获取所述的智能终端与所述的车辆检测装置上传的信息后经过数据处理进行车辆车位的匹配,向需停放车辆发送停放车位指示,引导需停放车辆停放。
  10. 根据权利要求9所述的一种停车收费方法,其特征在于,步骤(3)中,所述的车辆车位的匹配是通过包括如下步骤的方法实现:
    1)根据车位的坐标查询附近范围内有无车辆停车;
    2)步骤1)的结果若是无车辆停车,则加大范围继续查找,直到超出范围阀值,所述范围阀值为10-50米;
    3)步骤1)的结果若是有车辆停车,则比对车位被占时间与车辆静止时间是否匹配;
    4)步骤3)的结果若是不匹配,则增大时间窗口继续匹配,直到超出时间阀值,所述时间阀值为5-10分钟;
    5)步骤3)的结果若是匹配,则判断是否有多辆车辆与车位匹配,综合时间与位置,得出最佳匹配结果。
  11. 根据权利要求9或10所述的一种停车收费方法,其特征在于:步骤(3)中,所述的后台***在需停放车辆按指示车位停放后立即开始停车计时并在其驶离车位后立即停止停车计时。
  12. 根据权利要求11所述的一种停车收费方法,其特征在于:步骤(3)中,所述的后台***在停止停车计时后向所述的智能终端发送停车费用信息,车辆驾驶人通过所述的智能终端根据所述的停车费用信息向所述的后台***支付停车费用,所述的后台***接收和记 录通过所述的智能终端支付的停车费用。
