Description

A CELL TRANSFER SYSTEM Technical Field
The present invention relates to a system which enables to transfer cells under a RNC (Radio Network Controller) within a 3G (3 Generation) mobile communication network to under another RNC.
Background of the Invention
Cells are among main access devices of UTRAN (UMTS (Universal Mobile Telecommunications System) Terrestrial Radio Access Network) or in other words 3G mobile communication networks. These cells are managed by networks switches called as RNC by certain communication channels and definitions which are in types determined by technology supplier companies should be made in MSC (Mobil Switching Center) and RNC's in order that the cells can provide service.
In existing 3G mobile communication network, there may be approximately two thousand five hundred cells in average under one RNC and existing cells can be transferred under different RNC's in various emergency cases or in order to increase performance. Various interruption and quality problems are experienced during this transfer, in other words cell transfer, transaction in existing transfer solutions. In addition, no solution is offered in the state of the art on the subject of bringing RNC into a serviceable state again when problems of access to RNC are experienced in some unusual cases. The solutions being used in the state of the art for cell transfer are the solutions which take a long time, wherein manual transactions take important place, which lead to loss of data in unusual cases, are far from standard transaction and data structure and depend on persons.
Taking into account all of the mentioned problems and insufficient solutions in the state of the art; there is a need for a solution which will be able to carry out cell transfer transaction at maximum speed, in the form of a standardized transaction and faultlessly; minimize the differences caused by technology and equipment supplier companies; and whereby opportunity to use the data of that RNC is provided even in cases where a RNC cannot be accessed due to any reason.
The United States patent document no. US2003190930, an application in the state of the art, discloses a system and method which enables to transfer the information related to a cell under control of a RNC in 3 generation or more advanced networks directly to other neighbour RNC's in case of a change relating to the cell. Summary of the Invention
An objective of the present invention is to realize a system which enables to transfer cells under a RNC within a 3G mobile communication network to under another RNC.

The raw data gathering unit (2) is a unit which retrieves data from the RNC's and stations within the 3G network (N), whether transaction of cell transfer will be carried out or not, periodically and transfers the retrieved data to the database (21). The raw data gathering unit (2) is a unit which retrieves the cell data under that RNC from the RNC's within the 3G network (N) and the RNC definition parameters from the stations within the 3G network (N).
In a preferred embodiment of the invention, the raw data gathering unit (2) is a unit which retrieves data from the 3G network (N) and the 3G Network Management System (Y) on daily basis. The database (21) is a unit which stores the raw data in RNC basis in one embodiment of the invention. Due to the fact that the raw data gathering unit (2) gathers data periodically, raw data required for RNC's - that are not active or accessible at the moment when data is prepared for cell transfer - is located in the database (21). In one embodiment of the invention, the data stored in the database (21) is a data which is configured such that it can also be used for returning a RNC experiencing access problem to its previous condition. The data preparation unit (3) is a unit which enables the data, that is required for cell transfer over the raw data received from the raw data gathering unit (2), to be prepared by the user (K); provides the interface necessary for the transaction of preparing data; sends the prepared data to the cell transfer unit (4) as soon as the user (K) states that the transaction of data preparation is completed and confirms the prepared data.
The data preparation unit (3) is a unit which standardizes each transaction of preparing data independently of the user (K) and the data prepared in each transaction.
The cell transfer unit (4) is a unit wherein the data prepared when the user (K) states in the data preparation unit (3) that the transaction of preparing data is completed and confirms the prepared data is transferred and performs the cell transfer by using the prepared data.
The cell transfer unit (4) is a unit which is configured such that it will be able to transfer all or only a desired part of the cells under a RNC to another RNC or a plurality of RNC's according to the prepared data received from the data preparation unit (3).
The cell transfer unit (4) ensures that the cell data, which is prepared by the user (K) in the data preparation unit (3) over the raw data received from the source RNC, is sent to the target RNC where the cell will be transferred and thereby the said cell is now under the management of this target RNC, during the transaction of cell transfer. With the inventive system (1), transaction of transferring cells under a RNC within a 3G mobile communication network (N) to under another RNC is carried out. While performing the said transaction, the raw data that will enable to prepare the data required for the cell transfer transaction is gathered by the raw data gathering unit (2) periodically and recorded to the database (21). When cell transfer transaction is to be performed, a user (K) prepares the raw data - that will be necessary in cell transfer - over the raw data gathered by the raw data gathering unit (2) and recorded to the database (21) by communicating with the data preparation unit (3) over the interface provided by the data preparation unit
(3) . The data preparation unit (3) sends this prepared data to the cell transfer unit
(4) when the user (K) states that s/he finished preparing the data required for the cell transfer and confirms the prepared data. And the cell transfer unit (4) carries out the transactions necessary for the cells to be transferred from the source RNC management to the target RNC management by using this prepared data reaching itself.
